<br /> <br /> <br /> <br />Above and beyond the stakeholder orientation, Hagerty believes there will be opportunities to bolster remote <br />stakeholder participation in the planning process depending on the interest and capacity of Orange County to <br />pursue these opportunities. Additionally, Hagerty views this engagement as an opportunity to launch a <br />cohesive community engagement effort to support long-term recovery and resilience-building. It is important <br />for both of these activities to reflect community values and vision, and these engagement tactics can provide <br />a model and jumping off point for the County going forward. Hagerty can provide the following types of support <br />to Orange County: <br />» Enhance Online Presence <br />o Analyze Existing County Recovery Website <br /> Hagerty will review the County’s existing recovery website and provide a series of <br />recommendations to enhance the County’s “blue-skies” guidance on long-term recovery. <br />o Create New Website About Planning Process <br /> Hagerty can create a public-facing website about long-term recovery and resilience that <br />also speaks to the planning process and promotes public engagement. This option would <br />include the cost of building and deploying virtual engagement activities through a website <br />that Hagerty builds with input from the project sponsors. Additional costs (e.g. purchase of <br />web domain) may be incurred, but the Project Manager will validate those costs with the <br />project manager prior to authorization. Hagerty will aim to have the site running by week 10 <br />of the project. <br />o Social Media Support <br /> Hagerty would help develop content for social media to help facilitate stakeholder/public <br />engagement and increase awareness of the Recovery planning website and the County’s <br />long-term recovery and resilience goals. Hagerty will provide an engagement calendar and <br />content, as well as any additional recommendations for implementation (e.g. paid <br />advertising on social media). <br />» Supplement Stakeholder Engagement <br />o Developing and Analyzing Stakeholder Surveys <br /> Another approach to virtual public engagement that is popular is the use of online surveys. <br />These tend to be time consuming for the analysis required once the results have been <br />collected, rather than in time spent developing them. Hagerty could develop up to three <br />surveys to help inform the Recovery Strategy and/or validate or inform the Impact <br />Assessment. <br />o Focus Group Meetings <br /> Hagerty recognizes it may be beneficial to engage the planning team in smaller, more <br />intimate settings to get their feedback on the plan. Hagerty will organize up to 8 remote <br />focus groups, which can be leveraged to support the development of the plan. <br />Hagerty recognizes the challenges of working in a totally virtual environment and will remain flexible to the <br />needs of the County.
