1 <br /> <br /> <br /> [Departmental Use Only] <br /> TITLE The Picnic Basket Catering <br /> FY 2019-2020 <br /> <br />NORTH CAROLINA FEMA EMERGENCY SHELTERING <br /> NON-CONGREGATE CARE <br />ORANGE COUNTY SERVICES AGREEMENT <br /> <br /> <br />This FEMA Emergency Sheltering Non-Congregate Care Services Agreement (hereinafter <br />“Agreement”), made and entered into this 11th day of May, 2020, (“Effective Date”) between the <br />County of Orange, a local political subdivision of the State of North Carolina (hereinafter <br />“County”) and The Picnic Basket Catering. (hereinafter “Provider”) to provide catering services. <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the novel coronavirus disease 2019 (COVID-19) is a disease spreading <br />across the globe causing flu-like symptoms, but with a significantly higher rate of death, <br />particularly among those who are elderly or medically vulnerable; and <br /> <br />WHEREAS, the first COVID-19 case detected in the United States on January 21, 2020, <br />and the first case was confirmed in North Carolina on March 3, 2020; and <br /> <br />WHEREAS, on March 10, 2020, in order to address and mitigate and slow the spread <br />of COVID-19 to the population in North Carolina, Governor Roy Cooper issued Executive <br />Order No. 116, which declared a state of emergency in North Carolina; and <br /> <br />WHEREAS, on March 11, 2020, the World Health Organization declared COVID-19 a <br />global pandemic; and <br /> <br />WHEREAS, on March 13, 2020, the President of the United States declared the <br />COVID-19 pandemic to be a national emergency warranting an emergency declaration for every <br />state, tribe and territory, and the District of Columbia; and <br /> <br />WHEREAS, the U.S. Department of Homeland Security’s Federal Emergency <br />Management Agency (FEMA) recognized that non-congregate sheltering may be necessary in <br />this Public Health Emergency to protect public health and save lives; and <br /> <br />WHEREAS, the North Carolina State Health Director, Dr. Elizabeth Tilson, directed <br />counties to take appropriate measures to mitigate and respond to COVID-19 disease pandemic, <br />which measures included non-congregate sheltering, which will provide temporary housing <br />solutions to protect human life and minimize hospital surge; and <br /> <br />WHEREAS, Orange County Health Director has determined that there is a need to <br />provide non-congregate care sheltering for persons in Orange County needing social distancing <br />DocuSign Envelope ID: 897D9094-AED3-4A92-8A48-4C2990E2598B
