Small Transportation Projects Tom Ten Eyck, Transportation/Land Use <br /> Planner, 919-245-2567 <br /> PURPOSE: To review the running list of non-Strategic Transportation Improvement Program <br /> (Non-STIP) projects maintained by Orange County Transportation Planning Staffand convey any <br /> additional projects that should be added. <br /> BACKGROUND: On April 21, 2021, Transportation Planning staff presented the Small <br /> Transportation Projects — non-STIP — list to the OUTBoard for their bi-annual review. This is an <br /> ongoing list of potential local projects administered by NCDOT. Such projects are: <br /> • High Impact-Low Cost Program and Hazard Elimination Program <br /> • SPOT Safety and SPOT Mobility <br /> • Highway Maintenance Improvement Program (HMIP) <br /> Attachment 1 provides the common characteristics of these local non-STIP projects, such as: <br /> • No right-of-way acquisition, construction ready and under contact in 24 months of approval; <br /> • Costs over $250,000 typically requires resolution of support from local elected body; <br /> • Funding can be paired with other funding sources; and <br /> • Subject to Board of Transportation (BOT) approval. <br /> OUTBoard members reside in all areas of the county and share familiarity with the roads and <br /> any safety or maintenance concerns. Staff has developed an ongoing Small Transportation <br /> Projects list (Attachment 2) and request OUTBoard members assist staff in helping to identify <br /> such local projects as: <br /> • Dangerous intersections or road segments where accidents are known to occur <br /> • Potholes, drainage problems, pavement deteriorations, or similar road conditions <br /> Recent updates to this list include: Norewood Subdivision, Sonoma Way Crosswalk, and Orange <br /> Grove Road Maintenance. Once non-STIP projects meet NCDOTs quantified funding criteria <br /> and are approved, there is little design or public involvement as they are relatively small projects, <br /> with very low impact and are construction ready. Maintenance projects aren't subject to the <br /> same type of criteria but prioritized and implemented based on available funding. Orange <br /> County Transportation Planning staff has had good success with NCDOT in addressing <br /> maintenance needs over the years. <br />
