5 <br /> ORANGE COUNTY <br /> ORANGE UNIFIED TRANSPORTATION BOARD <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: August 18, 2021 <br /> Action Agenda <br /> Item No. 5.a. <br /> SUBJECT: Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Metropolitan <br /> Transportation Plan <br /> DEPARTMENT: Planning and Inspections <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> None Nishith Trivedi, Transportation Planner, 919- <br /> 245-2582 <br /> Tom Altieri, Comprehensive Planning <br /> Supervisor, 919-245-2579 <br /> PURPOSE: To receive information on the Durham-Chapel Hill-Carrboro Metropolitan Planning <br /> Organization (DCHC MPO) Metropolitan Transportation Plan (MTP) and ask questions as <br /> needed. <br /> BACKGROUND: The MPOs are responsible for long-range transportation planning for its <br /> member jurisdictions and are federally required to have a fiscally-constrained Metropolitan <br /> Transportation Plan (MTP). The MTP recommends major transportation projects, policies and <br /> strategies designed to maintain existing transportation systems and serve the region's future <br /> travel needs using its limited financial resources. In DCHC MPO, projects must be in the MTP to <br /> be considered for the State's Prioritization of Transportation (SPOT) process. <br /> Orange County planning staff has been working with DCHC MPO and local jurisdictions on the <br /> 2050 MTP. Press releases and public engagement events have been posted on the County's <br /> website throughout the planning process. More information on the 2050 MTP can be found <br /> on DCHC MPO 2050 MTP website. <br /> Orange County's next steps in support of the MTP process established by the DCHC MPO is as <br /> follows: <br /> • Aug 18 — OUTBoard introduction to the MTP as a primer in advance of its September <br /> meeting. <br /> • Sept 15 — OUTBoard receives Transportation Planning comments and shares any <br /> comments it may have for staff to share with the BOCC and MPO. <br /> • Oct 5 — BOCC Comment <br /> MPO Next Steps <br /> All public comments are used to help develop the Preferred Option. The Preferred Option is the <br /> Draft 2050 MTP. The final 2050 MTP is scheduled to be adopted by the MPO Board in <br /> February 2022. As permitted by the MPO schedule and process, Transportation Planning staff <br /> will return to the OUTBoard and BOCC for any comments on the Preferred Option. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> RECOMMENDATION(S): Staff recommends that the OUTBoard receive the information, <br /> discuss and ask questions as needed <br />
