26 <br /> Metropolitan Transportation Plans (MTPs) are the long-range plans for transportation improvements across the region. <br /> They include roadway,transit, rail, bicycle, pedestrian and other transportation projects for the next 30 years.2 These <br /> plans are fiscally-constrained and function as a subset of the CTP; if the CTP is the outermost layer of an onion,the MTP <br /> is the next-most layer below.
