12 <br /> Attachment 1 <br /> Item 5.c. <br /> Hazard Elimination Program: <br /> • Purpose- Essentially the same as Spot Safety Program but typically used for <br /> projects with higher costs and longer delivery timeline <br /> • Federal funded program subject to federal regulations <br /> • Projects assessed on a quarterly basis for relative cost/benefit scoring based on <br /> anticipated reduction in frequency and/or severity of crashes <br /> • Projects programmed in STIP but not subject to SPOT process <br /> • ROW acquisition and utility relocation costs are eligible but should be minimized <br /> • Examples of potential projects <br /> o Same as Spot Safety but generally higher cost and longer duration <br /> • Current/Recent Projects in Orange County <br /> o Efland Cedar Grove Road south of Highland Farm Road- Realign <br /> horizontal curve <br /> Spot Mobility Program: <br /> • Purpose- Deliver smaller localized improvements to address identified <br /> congestion and operational issues. <br /> • Project cap $750K but can be combined with other funding sources <br /> • Projects assessed on a quarterly basis relative to cost/benefit on anticipated <br /> reduction in travel time during peak periods <br /> • R/w acquisition and utility relocation costs are eligible but should be minimized <br /> • Project delivery in 18-24 months following funding approval <br /> • Examples of potential projects: <br /> o Turn lanes, lane widening, signalization, off-site improvement for schools <br /> • Current/Recent Projects in Orange County <br /> o Reimbursement to CHCSS for turn lanes at Chapel Hill High School <br /> Expansion <br /> Highway Maintenance Improvement Program (HMIP) <br /> • Program Purpose- Repair and Resurface existing pavements to provide for <br /> acceptable operation and maintenance condition <br /> • Recurring annual allocation per county/division as stipulated by enacted State <br /> budget <br /> • 5-year program developed for implementation and updated annually <br /> • Projects selected based on relative ranking of biennial pavement condition <br /> survey, engineering judgement and local jurisdiction input <br /> • Close coordination with local stakeholders is critical in project selection and <br /> scheduling <br /> • Widening of existing travel lanes and/or installation of paved shoulders possible <br /> where warranted but limited to no more than 10% of program. <br />
