Article 6: Development Standards 88 <br /> Section 6.15: Soil Erosion and Sedimentation Control201 F <br /> (3) No cut or fill slopes of any type may be steeper than 3:1 and must have smooth <br /> vertical transitions. Where space limitations demand, terracing with approved <br /> retaining walls will be utilized. Where retaining walls are used, they must be <br /> constructed of a material compatible with the building architecture. <br /> (4) Berms, channels, swales, etc. must be graded in such a way as to be an integral <br /> part of the landscape, and paved surfaces must be designed with smooth vertical <br /> transitions between changes in slope. <br /> (5) In order to minimize soil erosion, practical combinations of the following shall be <br /> used: <br /> (a) Expose the smallest practical area of cleared land during construction. <br /> (b) Temporary ditches, dikes, vegetation, and/or mulching must be used to <br /> protect critical areas exposed during development or construction. <br /> (c) Sediment control measures must be installed and maintained to remove <br /> sediment from run-effstormwater runoff waters during development. <br /> (d) Permanent landscaping and groundcover must be installed as soon as <br /> practical after construction activities are completed. <br /> (e) Temporary groundcover must be used for fill material subject to erosion <br /> and on construction projects over six months duration. <br /> 6.15.8 Stormwater Outlet Protection <br /> (A) Control of Discharge in University Lake, Cane Creek, and Upper Eno Watersheds <br /> After development of a site, the peak discharge of stormwater runoff resulting from a <br /> 10ter}243-year storm shall be no greater than that which would result from a 10ter}244-year <br /> storm on the same site prior to development. This requirement shall apply to the <br /> following: <br /> (1) Commercial, industrial, office, and institutional developments, <br /> (2) Multi-family residential developments of more than ten units, and <br /> (3) Single-family detached residential developments where more than three lots are <br /> to be created. <br /> (B) Control of Velocity <br /> (1) Persons shall plan and conduct land-disturbing activity so that the post- <br /> construction velocity of the 10-year stormwater runoff in the receiving <br /> watercourse to the discharge point does not exceed the greater of: <br /> (a) The velocity established by the table in Section 6.15.8(C)(3)of the <br /> subsection; or <br /> (b) The velocity of the 10-year stormwater runoff in the receiving <br /> watercourse prior to development. <br /> (2) If conditions (a) or(b) of this Subsection above cannot be met, then the receiving <br /> watercourse, to and including the discharge point, shall be designed and <br /> constructed to withstand the expected velocity anywhere the velocity exceeds the <br /> "prior to development"velocity by 10%. <br /> (C) Standards <br /> 243 Text correction—consistent use of"10-year"within this sub-section. <br /> 244 Text correction—consistent use of"10-year"within this sub-section. <br /> Orange County, North Carolina—Unified Development Ordinance Page 6-128 <br />
