Article 6: Development Standards 87 <br /> Section 6.15: Soil Erosion and Sedimentation Contro1201 F <br /> (1) When the person conducting the land-disturbing activity is also the person <br /> conducting the borrow and waste disposal activity, areas from which borrow is <br /> obtained and which are not regulated by the provisions of the Mining Act of 1971, <br /> and waste areas for surplus materials other than landfills regulated by the <br /> Department's Division of Solid Waste Management shall be considered as part of <br /> the land-disturbing activity where the borrow material is being used or from which <br /> the waste material originated. <br /> (2) When the person conducting the land-disturbing activity is not the person <br /> obtaining the borrow and/or disposing of the waste, these areas shall be <br /> considered a separate land-disturbing activity. <br /> (E) Additional Standards for Access and Haul Roads <br /> (1) Temporary access and haul roads, other than public roads, constructed or used <br /> in connection with any land-disturbing activity shall be considered a part of such <br /> aeti Myland-disturbing activity. <br /> (2) For development in the University Lake, Cane Creek, and Upper Eno <br /> Watersheds, these access and haul roads shall have gravel pads placed at the <br /> entrance of the site of a land-disturbing activity. <br /> (F) Additional Standards for Operations in Lakes or Other Natural Watercourses <br /> (1) Land-disturbing activity in connection with construction in, on, over or under a <br /> lake or natural watercourse shall be planned and conducted in such a manner as <br /> to minimize the extent and duration of disturbance of the stream channel. <br /> (2) The relocation of a stream, where relocation is an essential part of the proposed <br /> act+vityland-disturbinq activity, shall be planned and executed so as to minimize <br /> changes in the stream flow characteristics except when justification for significant <br /> alteration to flow characteristics is provided. <br /> (3) Every effort shall be made to maintain buffer zones consisting of existing <br /> vegetation between the land-disturbing activity and the watercourse. <br /> (G) Additional Standards for Economic Development Districts <br /> The following additional standards shall apply within the Economic Development Districts: <br /> (1) Lot grading must be done in such a way as to preserve the topographic features <br /> and maintain natural drainage patterns, and to provide positive drainage. In <br /> locating buildings, parking, and other features on the site, the following standards <br /> must be met: <br /> (a) Minimize disturbance and phase development wherever practical. <br /> (b) Preserve existing vegetation, especially significant stands of trees along <br /> drainageways, on steep slopes, and in buffer areas. <br /> (c) Use the natural shape of the land with minimal grading to locate features <br /> in a way that minimized impacts on and off the site. <br /> (2) All site grading must be designed to meet the standards shown on the following <br /> table: <br /> STANDARDSTABLE 6.15.7.G.2: SLOPE GRADING <br /> SITE AREA MINIMUM SLOPE MAXIMUM SLOPE <br /> Planting Areas 2% 3:1 <br /> Parking Lot Pavement 2% 4% <br /> Driveways and Access Drives 2% 5% <br /> Pedestrian Plaza Areas 1% 2% <br /> Sidewalks 1% 8% <br /> Orange County, North Carolina—Unified Development Ordinance Page 6-127 <br />
