Article 2: Procedures 132 <br /> Section 2.2:Applications <br /> (8) Utility Providers. <br /> (D) The applicant will be advised of the various development standards and review/approval <br /> processes for the project as well as any preliminary concerns regarding the project. <br /> 2.2.6 Concept Plan <br /> Review' <br /> (A) Conditional District proposals shall submit a Concept Plan for processing prior to the <br /> formal submittal of an application.2 <br /> The purpose of the review is to allow the applicant, staff, public, and Board of County <br /> Commissioners to review, consider, and comment on the proposal in advance of a formal <br /> Conditional District application submittal. Applicants proceed with the understanding and <br /> expectation of receiving feedback from staff, public and Board members.' <br /> (B) The submittal shall include: <br /> (1) Completed application form. <br /> (2) Application processing fee.' <br /> (3) Detailed project narrative including, but not limited to, summary of land uses, <br /> proposed conditions, and language outlining compliance with the adopted <br /> Comprehensive Plan and any applicable small area plans. <br /> (4) A site plan prepared in accordance with Section 2.5 of the Ordinance. Proposals <br /> involving Master Plan Development (MPD) shall comply with Section 6.7 of this <br /> Ordinance. <br /> (5) A summary of anticipated traffic improvements, both internal and external.5 <br /> (6) An Environmental Assessment completed in accordance with Section 6.16 of this <br /> Ordinance.' <br /> (C) The Concept Plan shall be reviewed by the Board of County Commissioners at a <br /> regularly scheduled business meeting,'Staff shall send written notice, and post the <br /> property, advertising the meeting in accordance with Section 2.8.7 (c) and (d) of this <br /> Ordinance.' <br /> (D) Withdrawal of an application shall impose restrictions on the submittal of new applications <br /> consistent with Section 2.2.8 of this Ordinance.' <br /> 1 BOCC members have expressed a desire to have been able to offer comment(s)on Conditional District proposals <br /> prior a public hearing. This amendment is at attempt to address this request. <br /> 2 The Concept Plan review applies to Conditional District projects where the County has greater latitude to require <br /> development conditions addressing development impacts. <br /> 'The review process provides an opportunity for applicants to seek feedback/guidance from the BOCC on the <br /> appropriateness of a proposed project as well as allowing the public to become familiar with the proposal in <br /> advance of a formal Conditional District application submittal. <br /> 4 Originally,staff was attempting to not require an application fee. Unfortunately, in an effort to offset staff time <br /> and advertising(i.e. mailing)costs,a review fee will be required for a Concept Plan. <br /> S While it is not practical to anticipate a full traffic impact analysis(TIA)at this stage,staff is recommending <br /> applicants be required to provide a synopsis of anticipated traffic impacts/improvements for a given project for <br /> review and discussion. <br /> 'Staff is recommending an environmental assessment be provided consistent with Section 6.16 of the UDO. <br /> 'The review of a Concept Plan will not eliminate the requirement for the holding of a neighborhood information <br /> meeting as detailed in Section 2.9.1(E)of the UDO. <br /> 8 Property owners within 1,000 ft.shall be notified of the meeting. Signs shall also be posted on the property <br /> advertising the meeting date/time. At this time,staff is not proposing a newspaper ad for the meeting. <br /> 9 This language is an attempt to address a concern from the County Attorney's office related to potential <br /> procedural issues.
