Harvey, Planner III 245-2578 <br /> Craig Benedict, Director 245-2575 <br /> PURPOSE: To review County-initiated amendments to the Unified Development Ordinance (UDO) <br /> requiring the submittal and review of a Concept Plan by the Board of County Commissioners <br /> (BOCC) for all Conditional District (CD) applications. <br /> BACKGROUND: BOCC members have suggested there be an initial public review period for CD <br /> projects giving applicants an opportunity to solicit feedback from elected officials, staff, and the <br /> public. The goal is to allow applicants an opportunity to understand concerns and, potentially, make <br /> modifications to the project in advance of formal application submittal. <br /> As currently proposed, the review process would work as follows: <br /> 1. After completion of a pre-development/scoping meeting with staff (Section 2.2.5 of the UDO), <br /> an applicant would submit the Concept Plan application, including: <br /> a. Application form and required review/advertising fee; <br /> b. Detailed project narrative and draft site plan; <br /> c. Summary of internal/external traffic improvements; and <br /> d. Completed Environmental Assessment application. <br /> 2. Review of the Concept Plan would occur during a regularly scheduled BOCC business <br /> meeting. Staff would send notice, and post signage on the subject parcel(s), advertising the <br /> meeting consistent with Section 2.8.7 of the UDO. <br /> 3. The applicant would present the Concept Plan with the BOCC, staff, and the public offering <br /> comments and/or feedback; <br /> 4. Once a Concept Plan has been reviewed, the applicant would submit a formal CD application <br /> consistent with Section 2.9 of the UDO. <br /> The amendment would have the following potential impacts: <br /> i. Timeframe associated with processing CD applications (i.e. typically 6 to 8 months) would <br /> increase by approximately 90 days (i.e. submittal of the Plan, review by staff, BOCC review, <br /> modification/update addressing comment(s), etc.). <br /> STAFF COMMENT: This process might reduce the need for multiple public hearings <br /> on a CD request. <br />
