STEP 3 -Artist Selection Committee se/ects the artist - 2 months <br />After both Commissions receive the. artists' submissions an Artist. Selection Committee <br />(ASC) is assembled to narrow down the list of possible artists. The ASC is responsible <br />for artist selection methods for the specific project(s) including but not limited to, the <br />number of meetings; the number of finalists; the materials requested of the finalists; <br />honorariums paid to artists for presentations; among other responsibilities. The final <br />recommendation needs to be approved by the CHPAC, the OCAC, the Board of County <br />Commissioners of Orange County and the Chapel Hiil Town Council. <br />The ASC is co-chaired by a CHPAC member and an OCAC member and includes: one <br />member of the CHPAC, one member of the OCAC, a representative from the Chapel <br />Hill Town Council, a representative from the Orange County Commissioners, a <br />representative from the prime consultant (architect, landscape architect, and/or <br />engineering firm), the Chapel Hill Town Manager or a designee, the Orange County <br />Manager or a designee, and a representative from the department or agency that will <br />use or be responsible for the overall capital project site, two art professionals, and at <br />least two community members. <br />STEP 4 -Artist(s) submit(s) design proposal(s) for review and final approval - 1 <br />month <br />The artist's final design proposal is presented to the PARC, the ASC, the CHPAC, and <br />the OCAC. Once the project has been approved by the CHPAC: and the OCAC, the <br />proposal is displayed for public comment. <br />STEP 5 -Approval of Artist(s) Contract(s) <br />Once public comment has been reviewed and evaluated, the CHPAC and the OCAC <br />inform the artist of comments that may influence the proposed design, including, but not <br />limited to, technical feasibility; maintenance acceptability; and fabrication cost. Artists' <br />contracts must be approved by the Chapel Hill Town Council and executed by the <br />Chapel Hiil Town Manager or a designee. <br />3. Representatives <br />The OCAC requests BOCC representation on these two separate public art <br />selection committees. Current representation is as follows: <br />Southern Community Park PARC <br />Chapel Hill Town Council representative: Bill Strom <br />Board of County Commissioners representative: <br />CHPAC representatives: Andrew Ross, Jimmie Haynes <br />OCAC representatives: Flynt Burton, Bonnie Fuchs <br />Aquatics Center PARC <br />Chapel Hill Town Council representative: Flicka Bateman <br />Board of County Commissioners representative: <br />CHPAC representatives: Susan Leeb, Betsy Bullen <br />OCAC representatives: Gordon Jameson, Linda Schmoldt <br />
