1 <br />Memorandum of Understanding for <br />Clean Water Education Partnership (CWEP) Services <br />Provided by the Triangle J Council of Governments <br /> <br />This Memorandum of Understanding by and between the undersigned local government <br />(Local Government) and the Triangle J Council of Governments (TJCOG) pertains to the <br />services provided by TJCOG under the Clean Water Education Partnership (CWEP) program. <br /> <br />WITNESSETH: <br /> <br />WHEREAS, CWEP and Local Government stormwater programs have the same basic mission <br />of providing stormwater outreach and education; and <br /> <br />WHEREAS, CWEP is a program administered by TJCOG that has excelled in providing direct <br />education and mass media services to its partner communities large and small in multiple <br />watersheds; <br /> <br />NOW, THEREFORE, the following direct education and mass media services will be provided: <br /> <br />1. TJCOG will assist the Local Government with the following tasks during the service term <br />related to direct educational programming. (For those communities who comply with <br />regulatory requirements under the NPDES MS4 stormwater permits, the correlating <br />Minimum Control Measures (MCMs) follow the objective or strategy in parentheses. Those <br />communities who comply with Jordan Lake Rules and/or Neuse and Tar-Pamlico nutrient <br />strategy education requirements will receive updated information after readoption of these <br />Rules / finalization of Model Programs, if needed.) <br />a. Provide physical and digital outreach materials for local governments and target <br />audiences that describe target pollutants and their likely sources and impacts on <br />water quality (MCMs 3.2.1 and 3.2.2) <br />b. Maintain an internet website conveying the program's message (MCMs 3.2.3 and <br />3.3.1) <br />c. Distribute outreach materials to target audiences via website and in-person or digital <br />community events (MCMs 3.2.1, 3.2.2, 3.2.4) <br />d. Post weekly on social media channels to promote the program’s message (MCMs <br />3.2.2 and 3.2.4) <br />e. Contact K-12 educators annually (or as requested by the Local Government) <br />offering educational programs. Audiences may include schools, summer camps, <br />community centers, libraries or other informal education opportunity to engage <br />children or adults in interactive stormwater activities that correlate with NC Essential <br />Science Standards (MCMs 3.2.2 and 3.2.4). <br />f. Contact community groups annually (or as requested by the Local Government) <br />regarding opportunities for citizen participation which may include stream cleanups, <br />NC Stream Watch, other citizen science activities, or similar efforts (MCM 3.3.1 and <br />3.3.2) <br />g. Provide unlimited local use and access to original and compiled educational <br />materials on CWEP program website, to include educational videos, printable and <br />digital lessons, lesson plans, and other resources useful for educating a variety of <br />ages and audiences in various settings (MCM 3.2.2, 3.2.3) <br />DocuSign Envelope ID: AFBE44DF-D656-41B4-8341-D1E4C393A084
