Orange County Eubanks Road C&D Landfill <br />Construction Quality Assurance Plan <br />Revised March 15, 2021 <br /> <br /> <br />5. Capping <br /> <br />a. The QAO shall verify and document that cap material is certified and that a borrow <br />area is approved for the soil components of the cap. <br /> <br />b. QA for the landfill cap shall include appropriate verification and documentation for <br />the final cap system, as detailed in this CQA Plan. In addition, QA shall include: <br /> <br />1) Observations of the soil infiltration layer placement. Photographs may be <br />used as needed. <br /> <br />2) Measurements of the depth and slope of the fill to verify that it meets design <br />requirements. Document the depths of fill placed. <br /> <br />3) Observations to verify the quality of compacted fill. Observe and document <br />that Quality Control Testing was performed on compacted fill. Verify that QC <br />testing includes density, moisture content, Atterberg limits, soil <br />classifications, and maximum clod size. Compile documentation of QC <br />testing on compacted fill. Compile documentation of locations of QC testing <br />on compacted fill. <br /> <br />4) Observations to verify the removal of objects such as roots or objects that <br />could penetrate the infiltration barrier layer. <br /> <br />5) Observations to verify that the surface is properly compacted, smooth, <br />uniform, and consistent with design grades. Document in written form and <br />with photographs the surface of the infiltration layer. <br /> <br />6) Verification that the vegetative support layer (12-inch layer below the topsoil) <br />followed by the topsoil layer (top 6-inch layer) are spread uniformly, that <br />thicknesses are achieved, that slopes are as specified, and that the soil is not <br />overly compacted. <br /> <br />7) Verify that the seeding method is as specified. Verify and document seed <br />mixtures, fertilizer and lime content, and mulch application. Verify that <br />seeding occurs during favorable weather and is not placed during high wind <br />or rain or when the soil is frozen. <br /> <br />8) Visually inspect the completed cover to verify that it meets the specified <br />design. Depressions or deficiencies shall be noted and corrected. The <br />perimeter configuration, including drainage conduits, shall be examined for <br />conformance to design specifications.
