Orange County Eubanks Road C&D Landfill <br />Construction Quality Assurance Plan <br />Revised March 15, 2021 <br /> <br /> <br />D. GENERAL CONSTRUCTION <br /> <br />1. General <br /> <br />a. The Contractor and QA Personnel shall review the plans and specifications for <br />clarity. If needed, the Engineer will provide further clarification or modification so <br />that the plans and specifications are understandable to involved parties. <br /> <br />b. The QAO and QAE shall verify that the minimum testing is performed and results <br />documented or certificates provided in conjunction with the following construction <br />items. <br /> <br />2. Sitework <br /> <br />The QAE and QAO shall review site investigation information to familiarize themselves with the <br />expected site conditions upon which the facility designs were based. This will assist with identifying <br />unexpected site conditions that may be encountered during construction. <br /> <br />3. Landfill Base Grades and Subgrades <br /> <br />a. The QAO shall inspect the landfill subgrade excavation and excavation to verify that an <br />appropriate subgrade is established. This may include the placement and compaction of <br />fill. (Section 02200). The QAO shall observe and verify embankment construction to <br />include the following: <br /> <br />1) Observations of soil and rock surfaces for adequate filling of rock joints, clay <br />fractures, or depressions, and removal and filling of sand seams. <br />2) Measurements of the depth and slope of the excavation or fill to verify that it meets <br />design requirements. Document measurements. <br />3) Observations to verify proper placement of recessed areas for collection pipes. <br />4) Observations to verify the quality of compacted fill. Verify that testing is performed <br />in accordance with the specifications. Tabulate testing results. Include tabulation and <br />testing results in the final QA report. <br />5) Observations of stripping and excavation to verify that there are no moisture seeps <br />and that soft, organic, and otherwise undesirable materials are removed. Proof-rolling <br />with heavy equipment can be used to detect soft areas likely to cause settlement. <br />6) Observation and documentation of type of compaction equipment, number of passes, <br />and uniformity of compaction coverage. <br />7) Measurement of loose lift thickness. <br />8) Observation of material type, texture, color, and moisture content as placed. <br />9) Observation of scarification and connection between compacted fill lifts. <br />b.
