Shall observe and <br />document that Quality Control Testing was performed on compacted fill. <br />Shall verify that QC testing includes density, moisture content, Atterberg <br />limits, soil classifications, and maximum clod size. Shall compile <br />documentation of QC testing on compacted fill. Shall compile documentation <br />of locations of QC testing on compacted fill. <br /> <br /> 5) Observations of stripping and excavation to confirm that there are no moisture <br />seeps and that soft, organic, and otherwise undesirable materials are removed. <br />Proof-rolling with heavy equipment can be used to detect soft areas likely to <br />cause settlement. Shall document in written form and photographs removal <br />of undesirable materials. <br /> <br /> 6) Observations to verify the removal of objects such as roots or objects that <br />could penetrate other layers. <br /> <br /> 7) Observations to verify that the surface is properly compacted, smooth, <br />uniform, and consistent with design grades. Shall document in written form <br />and photographs the surface of the subgrade. <br /> <br /> 8) Observations to verify the top two feet of subgrade consist of SC, SM, ML, <br />CL, MH, or CH or as specified in the approved construction plan. <br /> <br /> 9) The subgrade shall be inspected by a qualified geologist or engineer once <br />construction of the landfill base is completed. <br /> <br /> 10) The Owner or QAO shall contact the NCDEQ Solid Waste Unit’s <br />hydrogeologist a minimum of 24 hours prior to subgrade inspection. <br /> <br /> <br />b. Protective Soil Cover <br /> <br />The QAO shall include observation and verification that protective soil cover is property <br />placed on the infiltration barrier layer for the final cover system.
