Key Personnel <br /> <br />The organizations involved in the project include the: 1) Owner and Operator, Orange County Solid <br />Waste Management Department, 2) North Carolina Department of Environmental Quality (NCDEQ), <br />3) Design Engineer, Draper Aden Associates, and 4) QA Personnel, Contractors and Subcontractors. <br />Responsibilities of these principal organizations are described below. <br /> <br />a. North Carolina Department of Environmental Quality <br /> <br />It is the responsibility of the North Carolina Department of Environmental Quality (NCDEQ) <br />to review the permit amendment application, including this QA plan, for compliance with the <br />Rules of the North Carolina Administrative Code and the United States Environmental <br />Protection Agency. The NCDEQ will issue a permit amendment for the facility upon <br />completion of the review and necessary revisions to comply with the regulations. <br /> <br />Prior to acceptance of wastes in the facility, the Owner shall submit to the NCDEQ a <br />certification from a professional engineer that the facility has been constructed in accordance <br />with the approved plans and specifications. <br /> <br />b. Orange County Solid Waste Management Department <br /> <br />1) The Orange County Solid Waste Management Department - Orange County, <br />North Carolina, the Owner and Operator, is responsible for the design, <br />construction, operation, and closure of the permitted facility. The Owner has <br />ultimate responsibility for complying with the regulations of the NCDEQ and <br />assuring that the landfill has been constructed in accordance with the plans <br />and specifications.
