Orange County Eubanks Road C&D Landfill <br />Construction Quality Assurance Plan <br />Revised March 15, 2021 <br /> <br /> <br />CONSTRUCTION QUALITY ASSURANCE PLAN <br /> <br /> <br />A. INTRODUCTION <br /> <br />1. Applicable Units <br /> <br />This Construction Quality Assurance (CQA) Plan is applicable to the Orange County Eubanks Road <br />C&D Landfill during the construction of the project. <br /> <br />2. Quality Assurance <br /> <br />a. Quality Assurance (QA) is defined as independent qualitative observations, <br />monitoring and documentation to verify that the Quality Control (QC) program is <br />implemented correctly. <br /> <br />b. The purpose of Quality Assurance is to establish standards that must be followed by <br />the Resident Engineer or Resident Engineering Technician in order to confirm that the <br />construction of the containment facility and its components meet the specifications <br />given in the design. The principle objects of an effective Quality Assurance program <br />include: <br /> <br />• Verification of the implementation of the QC program. <br />• Mitigation of potential long-term problems and failures. <br />• Documentation of construction and QC testing. <br />• Preservation of completed work during subsequent construction <br />activities. <br /> <br />c. The principle methods with which objectives are achieved are as follows: <br /> <br />• Visual Inspection of materials upon delivery to identify damaged <br />materials, cross check lot numbers with manufacturer test data and <br />obtain conformance test samples. <br /> <br />• Conformance Testing of delivered materials to verify physical <br />characteristics of material. Conformance testing should be completed <br />prior to installation. <br /> <br />• Construction Observation of installation and testing.
