Areas which are deemed unsuitable for fill placement by the QAO <br />shall be clearly identified by horizontal and vertical extent with recommendations for <br />improvements and submitted to the Engineer for further action. Written approval of <br />subgrade preparation must be provided by the QAE and QAO prior to placement of the <br />infiltration barrier layer. <br /> <br />Following excavation or regrading of existing soils to design grades, the subgrade shall be <br />evaluated by the QAO. Such evaluation shall include thickness verification and observation <br />of subgrade performance during proofrolling with a loaded tandem dump truck provided <br />by the CONTRACTOR. At least three passes are to be made with a fully loaded tandem <br />dump truck. Areas which are deemed unsuitable by the QAO shall be clearly identified by <br />horizontal and vertical extent with recommendations for improvements and submitted to <br />the Engineer for further action. The NCDEQ Solid Waste Section hydrogeologist shall be <br />notified a minimum of 24 hours prior to subgrade evaluation. <br /> <br />3.03. Moisture Content <br /> <br />Fill and backfill soil shall be compacted at a moisture content within a range of + 3% of <br />the optimum moisture content, unless otherwise approved by the QAE. As required, fill <br />and backfill soil shall be dried by aerating with a scarifier, disc harrow, blade or other <br />equipment or by such other means as may be necessary. As required, fill and backfill soil <br />shall be wetted by the use of water trucks or sprinklers. Dried or wetted fill or backfill soil <br />shall be thoroughly mixed to provide a material of uniform moisture content. <br /> <br />3.04. Depth and Mixing of Fill Layers <br /> <br />Fill and backfill soil shall be placed in layers which when compacted shall generally not <br />exceed six inches (6"). Each layer shall be spread evenly and shall be thoroughly bladed <br />and mixed during the spreading to confirm uniformity of material in each layer. See 2.02 <br />regarding maximum particle sizes and soil classification. <br /> <br />3.05. Compaction of Fill <br /> <br />A. Compaction of each layer, unless otherwise specified, as shown on the Contract <br />Drawings and determined in the field shall be continuous over its entire area and <br />the compaction equipment shall make sufficient trips such that the required density <br />has been obtained. After each layer has been placed, mixed and spread evenly, it <br />shall be thoroughly compacted in six inch (6") maximum compacted thickness lifts. <br />The minimum dry density of the soil shall be at least ninety five percent (95) of the <br />maximum dry density as determined by ASTM D698 (standard Proctor) under <br />structures, paved areas, or embankments, unless otherwise shown on the Contract <br />Drawings.
