Orange County Eubanks Road C&D Landfill <br />Permit Technical Specifications <br />Revised March 15, 2021 <br />Section 02200 - 2 <br /> <br /> <br />B. Soil will meet the classification of SM, SC, ML, CL, MH or CH by ASTM D2487 <br />standards. Minimum soil properties will be as follows: <br /> <br />• Liquid Limit (LL) ≥ 20 <br />• Plastic Limit (PL) ≥ 10 <br />• Plasticity Index (PI) ≥ 10 <br /> <br />The CQA Engineer shall approve soils. <br /> <br />2.03. Unsuitable Soil and Backfill <br /> <br />Unsuitable soil for fill and backfill shall be topsoil or soil containing roots, limbs, trash, <br />excessive organics or deleterious material. In addition, unsuitable soil shall be soil not <br />meeting the requirements of Section 2.02, above. <br /> <br /> <br />Part 3 Execution <br /> <br />3.01. General <br /> <br />A. Strip topsoil to full depth, stockpile separate from other excavated materials and <br />pile free of roots, stones, and other undesirable materials. Follow guidelines in the <br />North Carolina Erosion and Sediment Control Planning Design Manual to control <br />erosion. Depressions caused by removal of stumps or the clearing operation shall <br />be excavated to firm subgrade. <br /> <br />B. The CONTRACTOR shall perform excavations described in whatever substance <br />encountered to dimensions and elevations shown on the drawings. Excavation shall <br />be unclassified. <br /> <br />C. Existing utilities, structures, and fencing shall be protected during the construction <br />period, and if damaged or removed by the CONTRACTOR, shall be repaired or <br />replaced by the CONTRACTOR at no additional cost to the COUNTY. <br /> <br />D. The COUNTY shall retain a Quality Assurance Officer to monitor Earthwork <br />included in this section. The QAO shall be present on site during subgrade approval <br />and fill and backfill operations. <br /> <br />3.02. Subgrade Approval <br /> <br />Subsequent to clearing, grubbing and stripping, subgrades to receive structures or fill shall <br />be evaluated prior to fill placement by the QAO. Such evaluation shall include the <br />observation of subgrade performance during proofrolling with a loaded tandem dump truck <br />provided by the CONTRACTOR.
