On November 12, [he Commission for the Environment, <br />which has also reviewed the CitieslCounties for Climate Protection program, etlolNed a <br />resolution in support of joining ICLEI. <br />FINANCIAL IMPACT: The memberehip cost forjolning ICLEI will be $1,5]5$1,]50 per year. <br />Stall Is recommentling that the County loin effective July 1, 2002 antl that adequate funds be <br />appropriatetl in the FY 02-03 butlget. As a result of joining the progrem, a local emissions <br />Inventory antl analysts must be performed. The Town of Chapel Hill has suggested a joint <br />Countywide analysis antl inventory, with a proposed grant application to cover costs (which are <br />expected b be $30b0,000). The City of Durham obtainetl a $50,000 ICLEI grant antl funtls <br />from the N.C. State Universdy Industrial Fxtensbn Semca for this purpose, but [hose footling <br />sources are no longer available. However, Federal funtls may be available through the US <br />OepaNnent of Energy Clean CI[les Program, the Congestlon Mltigatlon antl Air Duality <br />Improvement Program antl the State Energy Progrem. <br />RECOMMENDATION(S): The Managerrecommends tha[Me BOartl agreeto join ICLEI antl <br />the ChieslCOUnlies for Climate Protection Progrem as of July 1, 2002 antl that funtls be <br />allocated In the upcoming butlget kr thls purpose.
