NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />A public hearing will be held in the Mudge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, November 24, 2003, at 7:30 PM for the purpose of giving all interested citizens <br />an opportunity to speak for or against the following items: <br />A. ORANGE COUNTY ZONING ATLAS AMENDMENT <br />1. PD-1-03 State Employees Credit Union <br />Request for rezoning of an Economic Development -Limited Office 1 (ED- <br />LO-1)dlstrict to a Planned Development Economic Development Linear <br />OfFice (PD-ED-LNR) district with a Class A Special Use Permit. The <br />proposal will add 2,523 square feet to the existing building, a 634 square <br />foot remote teller station with a 2,000 square foot canopy, and relocate the <br />existing drive through lanes and add a fifth lane. The 3.25 acre tract is <br />located 2313 Old NC 86, the southwest corner of Old NC 86 and Oakdale <br />Drive (PIN numbers 9863-97-4356 and 9863-97-5102) in the Hillsborough <br />Area Economic Development District. Development projects in the <br />Hillsborough Area Economic Development District which do not meet all <br />standards specified in the Hillsborough Area Economic Development <br />District Design Manual may be approved by the Board of County <br />Commissioners as a Planned Development with a Class A Special Use <br />Permit. The applicant is requesting Special Use Permit approval because <br />the proposed development project does not meet all of the standards <br />specified in the Hillsborough Area Economic Development District Design <br />Manual. <br />Purpose: A public hearing on this request is needed because the proposed <br />project does not meet all of the standards specified in the Hillsborough Area <br />Economic Development District Design Manual which would allow for <br />administrative approval. <br />B. CONCURRENT TEXT AMENDMENTS TO THE ORANGE COUNTY ZONING <br />ORDINANCE AND ORANGE COUNTY SUBDIVISION REGULATIONS <br />1. Text amendments to require subdivisions located in more than one zoning <br />district, including overlay zoning districts, to go through the planned <br />development rezoning process. <br />Purpose: To promote uniformity and consistency in design for subdivisions that <br />cross zoning district boundaries. <br />C. TEXT AMENDMENTS TA THE ORANGE COUNTY ZONING ORDINANCE <br />Amend Article 4.3 (Permitted Use Table) and Article 8 (Special Uses) to <br />allow "School, elementary, middle, and high," with the approval of a Class <br />A special use permit. <br />
