Appendix A <br />LANC Eviction Diversion Services Contract <br />Legal Aid of North Carolina, Pittsboro Office will provide: <br />1. Dedicated .5 FTE attorney from LANC to support the Orange County Eviction Diversion Program <br />2. LANC attorney will receive direct referrals from the Housing Helpline for potentially eligible cases and will ensure <br />prompt intake and assignment of counsel. (If case is ineligible, LANC will immediately notify Orange County EDP <br />attorney) <br />3. LANC attorneys will continue to handle all Housing Conditions cases for Orange County <br />4. Legal representation by LANC should include all aspects of the representation including diversion assistance, <br />court representation, and appeal <br />5. LANC attorney will provide in-court presence on days when small claims court is in session (Tuesday and Friday) <br />to offer legal counsel and representation to Orange County residents facing eviction. <br />6. Payment of $35,000 will be made in two installments: one payment of $17,500 at the commencement of <br />services and one payment of $17,500 by September 1, 2021. <br />7. LANC attorney will assist EDP clients with Emergency Housing Assistance applications as needed and work with <br />(OCHCD) EHA staff to expedite applications as needed to prevent eviction. <br />8. LANC will provide reporting quarterly to the Orange County Housing Department on the following: <br />1. Number of referrals from the Housing Helpline (to include number of accepted and rejected referrals <br />with reason for rejected) <br />2. Number of persons represented in Court <br />3. Number of intakes completed <br />4. Number of cases resolved and the outcomes (remained in housing; evicted; voluntarily left housing, <br />other dispositions, etc.) <br />Orange County Eviction Diversion Program (EDP) will provide (as long as current program is funded): <br />1. Orange County EDP attorney will represent all cases that are not eligible for LANC Relations representation <br />(undocumented, income restrictions) <br />2. Orange County EDP attorney will also receive referrals for inability to pay cases as allowed by a reasonable <br />caseload limit <br />Fair Housing cases continue to be referred by the Housing Helpline to Orange County Human Rights and Relations <br />Orange County Housing and Community Development will provide office space in the Whitted building (300 W. Tryon St. <br />Hillsborough, NC; 3rd Floor).
