ATTACHMENT 9 <br />NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />44 <br />A public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, August 25, 2003, at 7:30 PM for the purpose of giving all interested citizens an <br />opportunity to speak for or against the following items: <br />A. CONCURRENT AMENDMENTS TO ORANGE COUNTY ZONING ORDINANCE <br />AND ORANGE COUNTY SUBDIVISION REGULATIONS <br />Incorporate by reference, the Water and Sewer Management Planning and <br />Boundary Agreement Map adopted December 3, 2001. <br />2. Amend Article 8 to create a special use permit process that sets special use <br />standards and locational criteria for subdivision size (number of lots) based <br />on zoning district and service areas identified in the Water and Sewer <br />Management Planning and Boundary Agreement Map. <br />Proposed major subdivisions in the R1 and EDD zoning districts inside the <br />water and sewer Primary Service Areas of Hillsborough and Orange County <br />would be processed as follows: <br />• 6 - 20 lots, approval by the Planning Board and/or Board of County <br />Commissioners; <br />• 21 - 79 lots approval by the Board of County Commissioners with a <br />special use permit; and <br />• 80 or more lots, requires the approval of a planned development zoning <br />district by the Board of County Commissioners. <br />Proposed major subdivisions in the balance of Orange County's planning <br />jurisdiction would be processed as follows: <br />6 - 20 lots, approval by the Planning Board and/or Board of County <br />Commissioners; <br />21 - 40 lots, approval by the Board of County Commissioners with a <br />special use permit; and <br />41 or more lots, requires the approval of a planned development zoning <br />district by the Board of County Commissioners. <br />New special use standards may include: <br />• Notification <br />• Development Schedule <br />• Public WaterlSewer Commitment <br />• Water Resource Report <br />• Open Space Connectivity <br />• Natural and Man Made Resources <br />44 <br />
