Asbestos Abatement Guidelines and Policies <br />Page 02080-1 <br />SECTION 02080 <br /> <br />ASBESTOS REMOVAL <br /> <br />1.01 GENERAL <br /> <br />A. Prior to starting asbestos removal, the contractor's equipment, work area and <br />decontamination units will be inspected and approved by the air monitor. <br /> <br />B. Loose asbestos material removed in the work area shall be adequately wet with a <br />surfactant, bagged, sealed, and labeled properly before personnel breaks or end of shift. <br />The surfactant to be utilized with asbestos-containing materials shall consist of soapy <br />water mixed in a proportion of two (2) fluid ounces of liquid soap to five (5) gallons of <br />water. An asbestos removal encapsulant may be utilized as a substitute for surfactant <br />use to control airborne fibers. <br /> <br />C. Plastic sheeting, tape, cleaning material, clothing and other disposable material or items <br />used in the work area shall be packed into sealable plastic bags (6-mil minimum) and <br />treated as contaminated material. <br /> <br />D. Material shall be double-bagged in 6-mil (minimum) polyethylene bags. <br /> <br />E. Excess water (except shower water) shall be combined with removed material or other <br />absorptive material and properly disposed of as per EPA regulations. Contractor shall <br />not place water in storm drains, onto lawns, or into ditches, creeks, streams, rivers, or <br />oceans. <br /> <br />F. If the regulated area barrier is breached in any manner that could allow the passage of <br />asbestos fibers or debris, the Competent Person shall immediately stop work, continue <br />wetting and proceed to extend the regulated area to enclose the affected area as per <br />procedures described in this specification. If the affected area cannot be enclosed, <br />decontamination measures and cleanup shall start immediately. All personnel shall be <br />isolated from the affected area until decontamination/cleanup is completed as verified <br />by visual inspection and air monitoring. Air monitoring at completion must indicate <br />background levels <br /> <br />G. The abatement contractor shall provide power, electrical cords, ground fault circuit <br />interrupters (GFCI’s), etc. for the air monitor, when air clearances are performed. <br /> <br />H. If the Owner or their field representative presents a written Stop Asbestos Removal <br />Order, the Abatement Contractor/Personnel shall immediately stop all asbestos removal <br />and adequately wet exposed ACM. The Contractor shall not resume any asbestos <br />removal activity until authorized to do so by Owner. A stop asbestos removal order may <br />be issued at any time the Owner determines abatement conditions/activities are not <br />within specification requirements. Work stoppage will continue until conditions have <br />been corrected to the satisfaction of Owner. Standby time and costs for corrective <br />actions will be borne by the Abatement Contractor, including the industrial hygienist’s <br />time.
