DocuSign Envelope ID:23D77C78-12E7-4A83-8951-OC79FA06A2CD <br /> Exhibit A: Scope of Services for EHA Outreach Consultant <br /> April 30, 2021 <br /> General Description <br /> Assist the Orange County Department of Housing and Community Development(hereinafter <br /> "OCHCD") and local jurisdiction staff in completing and delivering an analysis of OCHCD's <br /> Emergency Housing Assistance program(`BHA") to include designing and implementing community <br /> listening sessions and other public outreach and all data collection and analysis produced by those <br /> initiatives. <br /> Specific Tasks <br /> • Plan and conduct all necessary community engagement as necessary to garner meaningful <br /> engagement, feedback and qualitative data from Orange County residents regarding the EHA <br /> program, to include two (2)virtual community listening sessions and paper surveys mailed <br /> and/or delivered to residents. <br /> o A minimum of 50 and up to 200 residents total shall be engaged through the listening <br /> sessions and surveys. <br /> • Purchase and provide gift cards to Orange County residents upon completion of participation in a <br /> community listening session or a survey. <br /> o Up to 200 gift cards of$25 value each may be purchased. <br /> o No more than one (1) gift card shall be provided per resident. <br /> o Gift cards shall be purchased and provided to participants after completion of listening <br /> session or receipt of completed survey. OCHCD will not reimburse for any unused or <br /> excess gift cards not provided to eligible participants. <br /> • Engage interpretation and/or translation services, as needed, for interpretation during listening <br /> sessions and/or translation of written materials associated with engagement initiatives. <br /> o Provider shall consult OCHCD staff before procuring these services, as OCHCD may <br /> provide in-house translation free of charge. <br /> • Compile qualitative data generated through community engagement initiatives and provide data <br /> to OCHCD staff. <br /> • Maintain active communication with OCHCD staff regarding project progress and research <br /> findings for the duration of the project; participate in relevant meetings; ensure all deliverables, <br /> processes and methods are consistent with the overall vision, goals, and objectives of OCHCD; <br /> and respond to requests from OCHCD staff in a timely manner. <br /> Contract Duration <br /> Consultant will begin providing services to the County starting on April 30, 2021. The Specific Tasks <br /> outlined above will be completed on or before July 31, 2020. <br /> Compensation <br /> Total payments to the Provider shall not exceed $8,600.
