The approximately eleven acres behind (east) <br />the building complex is relatively flat. This area is no longer cultivated and is beginning <br />to become overgrown with native vegetation. <br />The property surrounding the three NHSC parcels includes large tracts of undeveloped <br />land to the north and west, and smaller lots with single-family residences to the south. <br />A single-family (mobile) home is also located on the north side of the Vincent property, <br />very close to the existing I-house. Other residential units are located on adjacent <br />parcels, including a relatively new house near the eastern boundary of the Vincent <br />property. <br />A Northern Human Services Center Park Master Plan Work Group will begin meeting in <br />October 2003 to develop a concept plan for the entire property by December 2003. The <br />findings from the archaeological survey will be reported to this,Work Group for its use in <br />designing the project. <br />II. Description of Work <br />The requested service is a cultural and archaeological survey of the site being planned <br />for the Northern Human Services Center Park to locate and evaluate the probable <br />significance and extent of any archaeological or historically significant remains on the <br />property. Amore comprehensive survey of the proposed construction sites should be <br />conducted in order to avoid any damage of cultural resources by the proposed park <br />development. <br />The survey will be comprised of the following principal components: (a) background <br />research, (b) a limited surface and possible subsurface investigation of the area <br />proposed for facilities construction, with a surface and subsurface .investigation around <br />the Vincent House and surrounding outbuildings, (c) a limited field reconnaissance of all <br />three tracts, and (d) a reporting of results. These components are described as follows: <br />A. Background Research <br />Prior to the initiation of the field investigations the Contractor shall undertake <br />background research sufficient to acquire a working familiarity. with the natural and <br />cultural resources in the study area and to locate any previously recorded historical or <br />archaeologically significant sites on the property, including former roads, historic <br />structures, and any significant landscape alterations associated with those historic <br />structures. The North Carolina Division of Archives and. History should be contacted to <br />determine whether there are any such recorded. sites, and to reference existing <br />architectural and archaeological survey files. Other resources should include, but not <br />be limited to An Inventory of Cultural, Historical, Recreafional Biological, and Geological <br />Significance in the Unincorporated Portions of Orange Gounty, the Historic Preservation <br />Element of the Orange County Comprehensive Plan and ERCD staff research files. <br />4 <br />
