For these new community members, <br />language wn be a bartier to accessing services or benefirts, understanding end exercising their <br />tlghte. and other infonnetion. which [het may leave [ham vulnerable. Recogn¢ing this. Orange <br />County hoe tleaignatetl eliminating borders and access to programs antl services [c the LEP <br />community as an important goal. <br />Atltlrtionally, on August 16, 2000, Me President signed Exerartive Ober 13166, mandating that <br />all fetlersl agencies ensure that [hey and their recipients of federal aitl improve access to <br />services to the LEP population.
