Summary of Gaps and Barriers in the Continuum of Services <br /> While Orange County is not large,transportation is a barrier for many juveniles, especially those <br /> in Northern Orange County where public transportation is limited. Additionally, the cost of gas <br /> is an inhibitor to accessing services, including court ordered sanctions and therapy sessions while <br /> the in-home JCPC funded program could address this barrier. <br /> Young people and families needing bi-lingual mental health and substance abuse services often <br /> experience waitlist for services due to the scarcity ofbi-lingual therapists and language <br /> interpretation. There are no mental health or substance abuse services available for <br /> undocumented juveniles. <br /> While Orange County does have a domestic violence service provider, the services offered are <br /> limited and are targeted more towards adults experiencing it as victims. <br /> Part V. Proposed Priority Services for Funding <br /> The committee compared the services needed to address the elevated Juvenile Risk Factors and <br /> Juvenile Needs with services currently available in the community. Services which are currently <br /> available in the community and sufficient to meet the needs of court involved juveniles or those <br /> juveniles most at risk for court involvement are not considered as a priority for JCPC funding.. <br /> The Committee proposes that the following service be approved as the funding priorities <br /> for FY 21-22: <br /> 1. Restitution/Community Service <br /> 2. Teen Court <br /> 3. Tutoring/Academic Enhancement <br /> 4. Interpersonal Skill Building <br /> 5. Temporary Shelter Services (specifically Emergency Shelter) <br /> 6. Mediation/Conflict Resolution (including School Based) <br />
