30 <br /> Q: What are the nature of the complaints? <br /> A: They are getting more serious offenses. With school not being in session,they aren't getting any of <br /> those which tend to be misdemeanors. They have seen more felonies, especially breaking and entering <br /> into vehicles, and Raise the Age offenses. <br /> Q: Are you seeing gaps in services in Orange County for the Raise the Age youth? <br /> A: Education, including vocational education, is a gap since they aren't required to attend or have <br /> dropped out. They have some that are young mothers and several youth involved with substance use. <br /> Once youth turn 18,insurance has changed or dropped, and mental health services and respite services are <br /> needed. Housing has also been an issue because once a teen turns 18 the parents sometimes don't want <br /> them in the home. <br /> JCPC Business <br /> Update on funded program FYI 9-20 program revision—Volunteers for Youth was awarded additional <br /> funds for specific needs. However, due to a change in needs, the funds were spent differently. <br /> $640 was reallocated to a subscription that allows them to access their work computers from home <br /> $319 was reallocated to phones <br /> $73 was reallocated to website expenses <br /> This was discovered when Denise was doing a Final Accounting review for FYI 9-20. These were <br /> Expansion funds that VFY had received for equipment purchase. When Denise reached out to Susan to <br /> inquire into the status of the equipment purchase she had informed her that they chose to spend the money <br /> in a different way. Because the program agreement revision was not followed and the agency was not in <br /> compliance with policy, Denise thought it was important to bring to the Council's attention. She will also <br /> follow-up with Susan regarding next steps. They could have spent the money differently but it would have <br /> required permission and a revision. _ <br /> Conflict of Interest form—We are still missing a handful of Conflict of Interest forms. Rebekah will send <br /> an email out to the members who still need to complete it. Please complete and return ASAI'. Denise <br /> stressed the importance of completing the form and that technically members should not be voting until <br /> the form has been signed and received by the Council. <br /> Program Monitoring—Program monitoring needs to be completed during the month of January. Sharron <br /> volunteered to chair this committee at the last meeting but we are looking for council members to <br /> volunteer to assist in the process. if you are interested please send an email to Rebekah. <br /> Denise shared that during this Covid time, committee members are not expected to go out on site to do a <br /> face-to-face monitoring. Denise has been conducting monitorings during Covid and all of them have been <br /> virtual and have gone very well. Once a provider is given a date and time, they will send in the documents <br /> prior to the meeting for the monitors to review and then the meeting will allow an opportunity for any <br /> questions to be answered. No one is expected to be an auditor even though you will be reviewing the <br /> ledger and fiscal information. Anything that is checked"no"will be a signal to Denise that she may need <br /> to go in and dig a little deeper. <br /> Consultant Update <br /> Denise has conducted several monitorings with the programs in Orange County and the Exchange Club <br /> has one scheduled. All programs with Volunteers for Youth and Dispute Settlement Center have been <br /> monitored and are in compliance. <br /> There was a training for program providers on how to complete the risk assessment and another one is <br /> scheduled for Monday. Denise is strongly encouraging program providers to attend Monday's meeting <br />
