Judge Beverly Scarlett motioned for minutes to be
approved and was seconded by Charlos Banks. Motion carried unanimously.
Agency Roundtable
In addition to regular reporting, programs were asked to provide a brief overview on their PEP (Program
Enhancement Plan). These are required by all programs, whether or not they receive a SPEP
(Standardized Program Evaluation Protocol) score. SPEP is the Department's response to a legislative
request that funded programs are evidence-based, effective, and reaching the right youth at the right times.
SPEP scores have gone out to programs and now the PEPS are an opportunity for programs to report to
the council on ways they can improve their SPEP score. (Programs that are Structures do not receive a
SPEP score).
Boomerang—They are not a SPEP program because their time with students is short. They received a 20
out of 20 so there are no areas that require improvement. However, they will continue to protocols,
specifically around virtual programming, and continue to provide staff with training opportunities.
Currently they have six youth participating in STRIVE program. Monica Davis from Chapel Hill
Carrboro City School has been working with Boomerang and their youth. They do have a waitlist but are
hoping to be able to expand their capacity next semester with the help of inters and other staff.
Dispute Settlement Center--Currently working with two youth. They anticipate finishing up work with
one youth soon.
They are also not a SPEP program and received 20 out of 20. They are consistently reviewing their
quality of service compliance to ensure they are facilitating restorative processes that are flexible and
responsive to youth needs. Professional development occurs at least twice yearly.
Exchange Club—PTS currently has three new cases, five in group and four in home. They are working
really hard to get more referrals from Orange and have really been focusing on networking to get the ward
out.
