26 <br /> Consultant Update <br /> Final Accounting review process has been completed and almost all have moved through DocuSign. <br /> Denise will need to meet with Dispute Settlement Center about one logistical piece before it can be <br /> moved on. There will be a small refund due back from Dispute Settlement Center and about$6,000 due <br /> back from JCPC Admin funds. That money is from food and training line items because COV1D halted <br /> face-to-face meetings and conferences/trainings. <br /> The Department in the process of developing some talking points about House Bill 593 concerning the <br /> two year funding cycle for programs. The House Bill does stipulate that newly funded programs do not <br /> have the option of going on a two year funding plan. Additionally, JCPCs are able to locally decide if they <br /> prefer to stay on a yearly cycle. <br /> Beginning in January,there will be a new risk and needs tool (YASI: Youth Assessment and Screening <br /> Instrument)that is used to be able to gather the information that is reviewed by the Risk and Needs <br /> committee annually. Court Counselors are currently being trained on it for implementation purposes,as <br /> well as Community Programs staff so they can be in the loop on about the data sources. <br /> Due to the change in data sources, some counties are choosing not to go to a two year funding cycle <br /> because data will be coming from two different sources. They are waiting to change to a two year cycle <br /> until after all the data is coming from one sources. Things that will not change include the annual <br /> monitoring and consultant monitoring processes and fiscal oversight(3rd quarter and final accounting). <br /> A decision about the funding cycle will need to be made prior to releasing the RFP for FY21-22. <br /> Q: Is the type of fxinding cycle an all or none? Can some be on a two year cycle and others on an annual? <br /> A: If a program is not funded in the current fiscal year but has been funded in the past and is in good <br /> standing with the JCPC and Department, then two year cycle could be an option. You can also make the <br /> decision to fund some programs on a one year cycle and others on a two year. <br /> Q: What would the funding allocations look like for a two year cycle? <br /> A: The Department has not been told about any cuts so they are moving forward with current funding <br /> allocations. County match percentage may change and there is also discussion about waivers for non- <br /> profits who use in-kind as part of the match. Many programs don't realize that any in-kind identified in <br /> budgets must be utilized or it could result in a refund being due. <br /> There was memo emailed to program providers by Lynne Fleetwood on behalf of Cindy Porterfield about <br /> a COVID-19 program modification form that needs to be completed and submitted no later than October <br /> 31. One of the reasons for this is to be able to see what types of program modifications are occurring and <br /> are revisions going to be required due to the level of changes program are having to make. Denise is <br /> willing to help programs if needed. <br /> July 1 of this year,the Department revised DPS/JCPC policies and Denise wants to highlight two specific <br /> policies—JCPC 1 that described JCPC Operations and Program Oversight and Monitoring. Denise pulled <br /> these two policies from the larger document and pasted them into a separate word document and <br /> highlighted the changes. <br /> ■ The transfer and disposal of equipment purchased with JCPC funds—the process and <br /> requirements is still the same;the difference is that it used to be in another policy and has moved it <br /> into the JCPC operations policy. <br />
