Please note,the work plan is fluid based on the <br /> meeting calendar of this JCPC. It is meant to be a guide to help the JCPCs stay on track with meeting the <br /> legislative mandates. This year with COVID, the monitoring visits will be interesting because they will <br /> most likely need to be completed virtually and may be challenging when needing to gather certain <br /> documentation or view a facility. <br /> A question was asked about the possible change to funding cycle from one year to two year program <br /> agreements. House Bill 593 was passed that approved a two-year funding cycle and the department is still <br /> in the process of getting together the parameters of what this will Iook like. Denise isn't sure what it will <br /> look like or even when it will take effect. There are lots of details that need to be worked out and there <br /> will be talking points coming out from the Department once things have been worked out. There will still <br /> be safety nets in place to ensure that programs are compliant with their agreements and if not, actions that <br /> can be taken to stop funding. We spend so much of the second semester focused on the RFP and Funding <br /> Committee that this two-year funding cycle will free the Council up to work on some other things. <br /> Consultant Update <br /> Reminder that Final Accounting is due in NCALLIES by August 14, so please start working on that. If <br /> you need any technical assistance,please reach out to Denise. <br /> The revised JCPC Policy Manual has been sent out and Denise will take the lead at the next meeting to <br /> take the lead to discuss the changes. She will also meet with the programs to discuss changes to program <br /> types. <br /> Annually, every JCPC must complete a Certification that states that the legislative mandates are being met <br /> so that the county can receive the funds. As part of the Certification, there is a membership list that goes <br /> to the legislature to ensure diversity is being met. As part of House Bill 593,there were three <br /> memberships that were changed: "or Designee"was added to Chief of Police because that was an <br /> oversight that happened years ago; Director of Mental Health... has been revised; and Two Youth under <br /> Age of 18 has been revised to Two Under Age 21 or One Under 21 and One person that represents <br /> interests of Youth. Denise encourages the Council to consider someone from Workforce Development, <br /> Guardian Ad Litem, or School Counselor, as an example. <br /> Hot Topics <br /> Orange Partnership has always had youth members as part of the alcohol and drug abuse prevention team <br /> in Orange County Schools. Because of COVID, the regular recruiting season did not happen and they <br /> have had a lot of seniors who graduated. If anyone has any youth who may be interested, they are looking <br /> particularly for youth in 10 or I Ph grade. If you would like to recommend someone, please send an <br /> email to Gayane. <br /> Orange Partnership has been doing a couple surveys on online alcohol purchase for delivery and local <br /> pickup. There has been concern about increase in home increase and is being confirmed by youth. If <br /> anyone is willing to help with survey collection,they are offering gift cards if anyone is willing to <br /> complete the survey. Consistently,they are seeing that when being delivered to the home,UPS and FedEx <br />
