20 <br /> activities that can be offered indoors, such as acquiring software to offer virtual job shadowing, replacing <br /> outdated gaming systems, and purchasing other web-based platforms for career exploration. In-person <br /> visitation has been suspended and visits are encouraged to happen via their telehealth platform. Under <br /> circumstances where they need to be seen in person,they are allowed to meet on the porch with face <br /> coverings and social distancing. Families coming for intakes are to eater the house from the back and go <br /> into the dining area so outside visitors are restricted to one place that in turn helps with sanitizing and <br /> cleaning. <br /> JJ Data Report <br /> This data is from the new system and was pulled for the months of June and July. <br /> June—9 juveniles at intake, 24 complaints received, 1 undisciplined petition, school-based complaints <br /> data was unavailable, b approved for court, 3 juveniles put on a plan or contract, 0 closed, 4 placed in <br /> detention for a total of 59 days. <br /> July- S juveniles at intake, 57 complaints received, 0 undisciplined petitions, 1 school-based complaint, b <br /> approved for court, 0 juveniles put on a plan or contract, I closed, 7 placed in detention for a total of 71 <br /> days. <br /> Raise the Age YTD; 20 juveniles(projected 3G) at intake with 52 complaints (projected 87) <br /> For the juveniles in detention, they are releasing a large number on electronic monitoring and they have <br /> asked Raleigh to provide them with the data on the number of juveniles on electronic monitoring in <br /> Alamance, Chatham, and Change. They used to be run the report locally but are now unable. They are <br /> making home visits again while complying with social distancing and face coverings. <br /> A question was asked about the number of juveniles compared to number of complaints received. <br /> Recently there have been juveniles receiving a number of complaints; for example, one juvenile may <br /> receive 10 complaints. Additionally, in previous months,the number of juveniles at intake has been lower <br /> than total number of complaints received for the same month, and this can be attributed to how data is <br /> reported/run. For example, decisions on the complaints may not be made in the same month that the <br /> juvenile is reported for intake because they have up to 30 days to make a decision. <br /> A question was asked about whether the complaints they have been seeing are any different than usual <br /> due to COVID. The complaints are different in that they are seeing older youth getting involved in more <br /> serious offenses. You can also see the complaints are more serious by the increase in the number of youth <br /> placed in detention because historically Orange County doesn't place many youth in detention. They also <br /> haven't been seeing the school-based complaints due to COVID. Denise also pointed out that actual Raise <br /> the Age numbers are a bit lower than projected and that is also being seen across the state. As a result, <br /> Denise thinks that NC may be fall into the same category as the other states that didn't see a large <br /> explosion in youth corning into the system after Raise the Age went into effect. But could the lower <br /> number of older youth be related to COVID shutdowns/restrictions` <br /> They have also been seeing a number of offenses coming from the older youth as they pass through <br /> Orange County. For example, motor vehicle break-ins and breaking and entering. These were groups from <br /> Guilford and Durham counties and involved multiple youth and most were felonies. <br /> JCPC Business <br /> Review of Bylaws—The recommendation from Denise is for the JCPC members to review the Bylaws on <br /> their own time and send any questions to the whole group. Why Bylaws are revised, they must be <br /> presented to the Council at one meeting and voted on at the following meeting to allow for time to <br /> review/discussion of proposed changes.
