This unit shall be used to service the county antl municipal recycling dropog centers for <br />magazines, mixed paper, and plasfidmetel containers. Curtently, only one such track is available tc <br />provitle regularly schetluletl service to these ten dropuff low[ions, with overflow occurring <br />perbdically, particularly tludng holidays. Additionally, the Canboro Pleze site is schetluletl to open <br />this winter that will further burden the County's alreatly ovetloatletl tlrop-site service capabiltty. <br />Finally, the fxak-liq truck cuneMly in service has no backup in the even[ the truck is down br repeii <br />necessitating [he acquieitbn of expensive cpnVact hauling services, R these services are even <br />available on short notice. <br />County stag developed specifications fo meet the statetl neetl. The bb call was advertisetl pursuen <br />to Sfate law, and bitls were solicked from thirteen ventlors on Orange County Bb number 228. F'rve <br />bidders respontled. Evaluatlon of bitls submittetl antler bid 228 reflected a significant number of <br />variances by all bidtlers such that they coultl not be reconciled W the spacifica5ons and a clear awai <br />remmmentlatlon coultl rat be matle. Subsequently, the bitl was tletertnlnetl b be non-reeponaive. <br />A second bid was atlvetleetl (bitl 1F229), and the package dis[dbutetl to vendors. A pre-bitl <br />mnfarence was held to ensure that all parties untlersbod [he neetls of the County and that County <br />etatt untleretootl limgations, if any, ventlors might have in meeting our requirements. Four bidders <br />ahentletl the pre bitl conference. Four bitls were receivetl antl evaluatetl by stag. <br />The bitl asketl ventlors to provitle pacing for three tllgerent engine op[bns. County stag recammen~ <br />that the unit be equlppetl w0h an lSX Sedas engine by Cummins. Although fhe engine is larger antl <br />heavier than the others, it provitles the same horsepower ffi much bwer RPMS, thereby significantly <br />reducing the amount of particulate air pollutants produced by the vehicle.
