1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 15, 2021 <br /> Action Agenda <br /> Item No. 8-i <br /> SUBJECT: Contract for Construction and Demolition Landfill Phase 2 Cell Construction <br /> DEPARTMENT: Solid Waste <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Robert Williams, 919-918-4904 <br /> PURPOSE: To approve and authorize the County Manager to sign a contract with Shamrock <br /> Environmental Corporation for the Phase 2 construction of the Orange County Construction and <br /> Demolition Landfill. <br /> BACKGROUND: Orange County has a Construction and Demolition (C&D) Waste Landfill <br /> originally permitted in 2012. The facility is permitted to accept C&D material, inert debris, land <br /> clearing debris, and asphalt from Orange County. No municipal solid waste is allowed. Phase 1 <br /> of the landfill is close to being filled. <br /> Orange County issued a Request for Proposals on April 26, 2021 for the Phase 2 construction of <br /> the Construction and Demolition Landfill. Three firms responded to the request, and after review, <br /> Shamrock Environmental Corporation was selected as the lowest responsible responsive <br /> contractor. The contract provides for the construction of Phase 2 of the construction and <br /> demolition landfill located on Eubanks Road. The Phase 2 construction is part of the Capital <br /> Investment Plan (CIP) wherein $883,000 is earmarked for Phase 2 and Phase 3 of construction <br /> of the C&D landfill. <br /> FINANCIAL IMPACT: The financial impact will include construction costs of$197,593 for Phase <br /> 2 of the Construction and Demolition Landfill, leaving a balance in excess of $685,000 for <br /> construction of Phase 3 of the C&D landfill. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> RECOMMENDATION(S): The Manager recommends that the Board authorize the Manager to <br /> sign the Contract with Shamrock Environmental Corporation for the construction of Phase 2 of <br /> the Construction and Demolition Landfill. <br />
