1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 15, 2021 <br /> Action Agenda <br /> Item No. 4-a <br /> SUBJECT: Proclamation Recognizing Paul Laughton <br /> DEPARTMENT: Finance and Administrative <br /> Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proclamation Gary Donaldson, 919-245-2453 <br /> PURPOSE: To consider a proclamation recognizing and expressing gratitude to Paul Laughton <br /> for his devotion and service to Orange County. <br /> BACKGROUND: After nearly 22 years of dedicated service to the Orange County community, <br /> Paul Laughton is retiring August 1, 2021. <br /> Paul Laughton began his career of service with Orange County in 1999 as a Budget and <br /> Management Analyst working with County Departments, Fire Districts and the Enterprise Funds. <br /> Paul worked closely with department directors assisting with the preparation of the operating <br /> budget and capital budgets. Paul's professionalism, commitment to excellence and hard work <br /> resulted in his promotion to Deputy Director of Finance and Administrative Services in 2012. <br /> Paul's distinguished career includes serving the Finance Department and the County through <br /> three recessions. He has been part of senior management that implemented transformative <br /> financial policies including both debt and fund balance policies that are now integral elements of <br /> the County's financial administration. <br /> Paul Laughton served with distinction on the Board of Directors of the North Carolina Local <br /> Government Budget Association from 2005 through 2007. His active participation in various <br /> government national and state associations has provided important leadership and knowledge of <br /> financial best practices in budgeting and finance. Paul's most recent efforts during the COVID-19 <br /> Pandemic have been instrumental in the County's strong financial results. Paul can be counted <br /> on to provide prudent policy recommendations and insights into the workings of the County's <br /> operating and capital budget administration. His commitment to excellence is evidenced in the <br /> successive Government Finance Officers Association Budget Awards received by the Finance <br /> and Administrative Services Department. Paul Laughton has led with integrity, compassion, <br /> professionalism and commitment to his staff, County Management, County Board and department <br /> colleagues. His devotion to his profession is matched by his love for his alma mater UNC-Chapel <br /> Hill, especially the Tar Heel basketball and football teams. <br />
