Tyrus Clayton, Jr., PE <br /> Principal <br /> <br />DATE: April 24, 2020 <br /> <br /> <br />SUBJECT: Orange County Regional Landfills <br />C&D Landfill Annual Survey and Airspace Analysis <br />Proposal for Survey & Engineering Services <br /> <br /> Draper Aden Proposal No. R00592-229N Lump Sum Fee = $5,250 <br /> <br /> <br />At your request, Draper Aden Associates (DAA) is pleased to offer this proposal for Aerial Services for the <br />Construction and Demolition (C&D) landfill located at the Orange County Regional Landfill Facility on <br />Eubanks Road in Chapel Hill, NC. This proposal outlines our understanding of the project scope, tasks to <br />be completed, assumptions underlying our fee proposal, and fees for the project. <br />PROJECT DESCRIPTION: The project consists of aerial survey services using a drone and conventional <br />survey to produce a topographic survey of the C&D landfill. Data gathered will be used to conduct an <br />analysis of the airspace used within Phase 1 of the C&D landfill. <br />SCOPE OF SERVICES <br />Surveying: DAA will conduct an aerial topographic survey with an sUAS /drone aircraft of the area <br />associated with Phase 1 of the C&D landfill unit, approximately 8 acres. An FAA licensed Remote Pilot <br />will conduct flight operations in accordance with FAA rules and regulations. Aerial flights are dependent <br />on safe weather conditions. The topographic survey will include setting and locating Ground Control <br />Points and performing check point measurements. The images collected using the sUAS will be <br />photogrammetrically processed to make a 3D Point Cloud and orthomosaic image of the entire project <br />area. A draftsman will use the photogrammetric output to generate the earth surface and contours at <br />one-foot intervals. <br /> <br />Analysis: DAA will provide an estimate of the total volume of air space used at the C&D Landfill on <br />Eubanks Road. In order to complete this task, DAA will use the survey produced in the task above, to <br />compare to the design base grades of the landfill to the permit air space limits to determine the <br />amount of fill that has been placed since the landfill’s inception and also since the 2019 annual survey. <br />In addition, DAA will obtain tonnage from the Client for the time period between the 2019 and 2020 <br />annual survey to assess compaction rates for the C&D facility. <br />DocuSign Envelope ID: E92161F2-3C5B-49FE-846C-A6F5D4E452CE
