Typically. this requirement is met by a <br />tlaily applicegon ofa minimum ot6'of soil on the top of wastes receivetl each day. Gaily cover <br />is requiretl to minimize otlora, minimize blowing trash, minimize access by vermin, reduce the <br />likelihood of fires starting or spreatling, and to fill voids and stebil¢e the waste. In some <br />locations, atlequate supplies of soil ere not available, w alternatives to pgrohasing off-stte soils <br />antl hauling them to the facility Is sought More recently, even those fadldies wiN atlequate sail <br />supplies are utilizing alternative covers to maxim¢e landfll capedty. Over the years, tlaily <br />applications of soil take up valuable landfll apace. If a material [hat takes up less space antl <br />costs less than the value of Ue apace saved can be substituted for soil, the waste capacity of <br />[he landfll is eaentled and age economics are improved. <br />TM1e Orange County Lantlfll has been utilizing the POSI-SHELL COVER SVSTEM since 1996, <br />following an extensive evaluation of other available alternative cover systems. Whileavadety <br />of types of alternative tlaily cover systems are available, the POSI-SHELL ayatem moat fully <br />meets We operetlonal antl regulatory requirements of our IerW611 antl has proven to be cosF <br />effective. Orange Gaunty was the fret lantlflll In the sate to be permldetl for this type of <br />alternative cover. PDSISHELL is a spray-on slung made from polyesferfibers, shretltletl <br />newspapeq cement kiln dust and water. These materials are mixed together in a lave <br />machine similar to a hydmeeading machine, pulled to the woding Face of the lantlflll, antl <br />spray-epplietl to ethickness of about'/.inch.
