(Article <br /> 11, entitled Building Code Enforcement), and 160D-1201 et seq. (Article 12, entitled Minimum Housing <br /> Codes), it is hereby declared that, there exist in the County dwellings which are unfit for human habitation <br /> due to dilapidation, defects increasing the hazards of fire, accidents or other calamities, lack of ventilation, <br /> light or sanitary facilities, or due to other conditions rendering the dwellings unsafe or unsanitary, or <br /> dangerous or detrimental to the health, safety, morals, or otherwise inimical to the welfare of the residents <br /> of the County, and that these conditions are more likely to be found in renter-occupied housing. <br /> In order to protect the health, safety, and welfare of the residents of the County, it is the purpose of <br /> this Ordinance to establish minimum housing standards for the initial and continued occupancy of all <br /> renter-occupied dwellings. This Ordinance presently applies only to renter-occupied dwellings in order to <br /> conserve the enforcement resources of the County and to provide for greater efficiency in the operation of <br /> the inspection scheme hereinafter created. <br /> (Ord. of 2-21-1984, art. 1, eff. 7-1-1984) <br /> Sec. 20-32. - Definitions. <br /> The following definitions shall apply in the interpretation and enforcement of this Ordinance: <br /> Alter, Repair, Bring into Compliance or Similar Words shall mean that the work is workmanlike and <br /> performed in a workmanlike manner. <br /> Building shall mean that which is built or constructed, an edifice structure or building of any kind, or <br /> any piece of work artificially built up or composed of parts joined together in some definite manner. The <br /> term "building" shall be construed as if followed by the words "or part thereof." <br /> Basement shall mean a portion of a building or dwelling which is located partly underground, having <br /> direct access to light and air from windows located above the level of the adjoining ground. <br />
