p Serves as Office Managerfw the payroll, accounts payable entl accounts receivable <br />functions inclutling supervisory responsibility far two Accounting Technicians, one <br />Atlminishative Assistant entl one temporary employee. <br />o Electronic banking administration which inclutles the following: <br />• Sarver as atlministrator for online banking system, inclutling authorizing stag access <br />tc various options in the system. <br />Monitorsthe cash flaw FOr the COUnry's general funtl account onatlaily basis and <br />initiates adluatmenis to assure adequate funtls for payment as well as to maximize <br />funds for investment. <br />• Authorizes entl approves all bank wires and transfers. <br />• Coordinates end monitors all electronic banking transactions to ensure that ell <br />electronic payments are prepared end sent as required. <br />• Consults, troubleshoots end works with banking officials on resolving problems. <br />o Works with Finance Director on investment accounts entl the various options, maturity levels <br />entl retea that impact the tleposi[ entl withdrawal of funtls. <br />In addition to the duties listetl above, the Senior Accounting Technician will continue to prepare <br />a biweekly payroll for approximately 730 employees; coortllnate the annual autlrt process <br />among subordinate staff, and process travel for all employees. <br />The Finance Director asked Personnel to complete a clasaificeibn study of the Senior <br />Accounting Technician posttion tlue fo the fact that the role of Ne postlion hoe eNftetl from <br />being primarily payroll-focused to a supervisory position with evolved electronic banking <br />etlminisiration duties. Personnel completetl [he claeaificetion study, including a labor market <br />survey. Besetl on the classification stutly and review of available labor market infoitnaticn, <br />Personnel is recommentling [hat the Senior Accounting Technician et Salary Grede 64 be <br />reclassified to Accounting Technican Supervisor to take account of the higher level and broatler <br />amps of tluties entl responsibilities. <br />In wodcing with Finance to plan the reorganization last spring, Personnel committetl that it <br />would complete a cleeeificeticn review this fall of the Senior Accounting Technician postion to <br />take account of the new supervisory entl banking etlminisiration duties. For this reason, it is <br />recommended that [he classification plan ementlment to recognize the Accounting Technican <br />Supervisor position be implemented now rather than being included in the overall County-witle <br />classification entl pay study currently in process. <br />FINANCIAL IMPACT: Funtls W implement the class title entl salary grade change from Senior <br />Accounting Technician at Salary Gratle 84 to Amounang Technician Supervisor at Salary <br />Grade 88 are available within the approved tiudget for 2o01-D2. The increase in cost is about <br />$835 far the remainder of this fiscal year and about 54,342 on an annual basis. <br />RECOMMENDATION(S): The Manager recommentls that the eoartl ementl the Classificafion <br />entl Pay Plan by changing the class tkle entl salary gratle of the existing Uass of Senior <br />Accounting Technician at Salary Grede 84 to Accounting Technician Supervisor at Salary <br />Grade 88. <br />
