She asked if the <br /> 3 Board could discuss it on May 18t1 as well. <br /> 4 John Roberts said yes. <br /> 5 Commissioner Bedford said she supports changing the 10 days of notifications to 15 <br /> 6 days. <br /> 7 Commissioner Bedford asked if staff would help with setting parameters on large-scale <br /> 8 map amendments, and when and how there will be mailings and associated costs. <br /> 9 Chair Price asked who seconded the motion. <br /> 10 Deputy Clerk to the Board said it was Commissioner Greene. <br /> 11 Laura Jensen reminded the Commissioners of the motion that was on the floor. <br /> 12 <br /> 13 Roll call ensued. <br /> 14 <br /> 15 VOTE: UNANIMOUS <br /> 16 <br /> 17 Chair Price asked how Perdita Holtz would like to receive changes. <br /> 18 Perdita Holtz said she would bring the original packet to the Board on May 18th, and all <br /> 19 changes could be discussed at that time. <br /> 20 <br /> 21 c. Public Hearing on Renaming Braxton Bragg Court to Hydrangea Court <br /> 22 The Board conducted a public hearing on a petition to rename Braxton Bragg Court <br /> 23 (State Road 2212) to Hydrangea Court (see attached "Petition to Rename a Public Road Known <br /> 24 as Braxton Bragg Court to Hydrangea Court" and "Map of the Road to be Renamed"). <br /> 25 <br /> 26 BACKGROUND: <br /> 27 North Carolina General Statute § 153A-239.1 (NCGS §153A-239.1) grants a county the <br /> 28 authority to rename any road within a county as provided by the statute and by a County <br /> 29 Ordinance after the Board of County Commissioners has held a public hearing. The public <br /> 30 hearing must be held at least ten days prior to the renaming the road and a notice of the time, <br /> 31 place and subject matter of the hearing prominently posted at the courthouse, in at least two <br /> 32 public places in the township where the road is located, and the notice of the hearing must be <br /> 33 published in a newspaper of general circulation published in the County. The County may not <br /> 34 change the name given a road by the North Carolina Board of Transportation unless the Board <br /> 35 of Transportation agrees. <br /> 36 <br /> 37 The Orange County Board of Commissioners adopted an Ordinance entitled "An Ordinance to <br /> 38 Assign and Regulate Road Names, House and Building Numbers in Orange County" (the <br /> 39 "Addressing Ordinance") on December 13, 2011. The Addressing Ordinance § 6-34(b)(2)(b) <br /> 40 allows property owners to request to rename a public road for personal reasons. In order to do <br /> 41 so, the property owners must provide a petition including the existing road name, the proposed <br /> 42 road name, the reason why the person(s) are requesting the name change, and the <br /> 43 signatures of seventy-five percent (75%) of those persons owning property addressed on the <br /> 44 road in question. The proposed road name must conform to the requirements of Addressing <br /> 45 Ordinance § 6-34(b) and the name change may only be approved after a public hearing is <br /> 46 held on the matter as provided in Addressing Ordinance § 6-36 and the Board of County <br /> 47 Commissioners have approved the petition for a road name change. <br /> 48 <br /> 49 Property owners have provided a petition requesting a road name change of Braxton Bragg <br /> 50 Court (State Road 2212) to Hydrangea Court.
