He <br /> said the ASAB will establish a relationship with the new Animal Services Director, and work with <br /> the County Manager on veterinary services levels. He said the Board of County <br /> Commissioners (BOCC) approved a change to the County ordinance for a dog that was <br /> declared dangerous that allowed a dog owner to appeal for a waiver of muzzle requirement of a <br /> dangerous dog after 18 months. He said State statute does not allow that kind of review, and <br /> ASAB planned to make a request of legislature to end that, but missed the filing date. He said <br /> in the next short session, it will be possible to file a local bill to have authority for Orange County <br /> to serve as a pilot program. He said ASAB thinks this change would be an improvement of the <br /> state statute. He said the dangerous dog ordinance can be too severe in some exceptional <br /> situations, where a dog is acting out of character. He said ASAB thinks there is reason to take <br /> a second look in these types of cases, as is done in Wake County. He said ASAB meets 10 <br /> times a year and would like to move out of the Animal Services building and meet in community <br /> centers, high schools, etc., 2 to 3 times per year, to show people what Animal Services does <br /> and show volunteerism. <br /> Commissioner Dorosin joined at the meeting at 7:05 p.m. <br /> Commissioner Dorosin said he loved the idea of holding meetings outside of the Animal <br /> Services facility and in the community. He asked if the meetings are recorded. <br /> Ed Tiryakian said the meetings are recorded, and notice would be provided to the public. <br /> Commissioner Dorosin said it is a good board to start something like this with, because <br /> people have an interest in animals. <br /> Commissioner Dorosin asked if the meetings are video recorded. <br /> Ed Tiryakian said he was not sure. <br /> Bonnie Hammersley said the meetings are not video recorded. <br /> Commissioner Dorosin encouraged the ASAB to get out into the community, and to <br /> video record the meetings. <br /> Chair Price said she would like to know if the County Attorney thought it was possible. <br /> John Roberts said yes with a change to the board's ASAB policy. <br />
