27 <br /> Craig Benedict said 74% of the County is in protected or critical watersheds. He said <br /> the areas in question for development are not in the critical watershed. He said the State has <br /> different rules for building in watersheds. He said in 1994, Orange County decided to cluster all <br /> of the potential growth in the watershed into 10% of the protected watershed.
