17 <br /> a. Water- Yes - Water is available adjacent to the area with the West Ten Road <br /> right of way and has adequate capacity. Developer extensions would be <br /> necessary from that access point to serve any additional property. <br /> b. Sewer- No - Sewer is not currently installed in Growth Area B but would be <br /> available through gravity extensions to the existing backbone sewer. Moderate <br /> capacity is available. <br /> 5. Access - NCDOT will be upgrading West Ten Road which is also part of Buckhorn <br /> Access Management Plan <br /> 6. Annexation - Some properties are presently within the city and annexation criteria can <br /> be met due to proximity. <br /> 7. Environmental Review - Part of the Upper Eno Watershed Protected Area and subject to <br /> all State and County impervious and stormwater regulations. Area B and Area A are <br /> not part of the County designated watershed critical area. The County's critical area is 6 <br /> times the size of the State requirements, and the County has only planned <br /> approximately 4% of the entire watershed for higher intensity use near the interstate <br /> while protecting 96% of the watershed with lower impervious and lower density. <br /> 5. Moving Forward <br /> Attachment 4 details the outreach plan for Areas A and B where the focus of the overall <br /> Buckhorn Development Plan will be pursued. An initial public engagement opportunity is <br /> recommended in mid-May. This engagement will guide next steps in terms of further <br /> community planning activity and technical analysis.
