<br />9. ITENTS FOR DEC"ISION--REGULAR AGENDA <br />a. Articles of Incormoration and By-La~~~s to Establish Senior Care, Inc. (8:40-9:00) <br />The Board will consider approving the proposed By-Laws and Articles of Incorporation for a new non-profit <br />agency, Senior Care, Inc., to advocate, support, and/or operate services for frail and disabled older adults, <br />and to receive a Status Report on the Adult Day Health Program, a county and community initiative to be <br />assumed by Senior Care, Inc. <br />b. Growth 1~Ianaaement System -Amendments to Zonin6 and Subdivision Ordnianees (9:00-9:25) <br />The Board will consider closing the Public Hearing and make a decision on the proposed Growth <br />Management Amendments to the County's Zoning and Subdivision Ordinances, a proposal which would <br />require major subdivisions of property to follow either the current process, a Plamled Development process, <br />or a Class A Special Use Permit process depending upon location, (which is a product of transition areas and <br />water and sewer availability) and number of lots. <br />The Planning Board, by majority vote (8-l, See Draft IVlinutes, Attachment 8) on September 3, 2003, <br />recommended that the Board of County Commissioners (BOCC) approve the proposed Gro~rth Management <br />System amendments with the following specifications: a. The use of the attached map (Option 1 presented at <br />the August 25ht Joint Public Hearing) for designating Urban and Rural areas; and b. In the Rural <br />Designation area, a Planned Development zoning amendment requirement for all subdivisions containing 20 <br />or more lots (versus greater than 40 lots as proposed by Administration). <br />The Administration recommends that the Board of County Commissioners (* BOCC) approve the proposed <br />Growth IVlanagement System amendments with the following specifications: a. The use of the attached <br />Gro~~-~th Management System Map (Option 1 presented at the August 25th Joint Public Hearing) for <br />designating "Urban and Rural Designated" areas; and b. In the Rural Designation area , a Planned <br />Development zoning amendment requirement for all subdivisions containing greater than 4f) lots. <br />c. Le6a1 Advertisement for November 24, 2003 Quarterly Public Hearin6 (9:25-9:40) <br />The Board will consider authorization to submit the Quarterly Public Hearing Legal Advertisement for <br />publication for the November 24, 2003 quarterly public hearing. <br />d. Aunointments (9:40-9:50} <br />(1) Human Relations Commission <br />The Board will consider an appointment to the Human Relations Conunission (HRC} to Position No. 10, <br />resident ~~~ithin Chapel Hill City Limits, for an unexpired term to expire June 30, 2004. <br />(2) Orange County Planning Board <br />The Board t~~ill consider the appointments to the Orange County Planning Board for the following <br />positions: Position No. 3 -Cheeks township -full term -expiration date -March 31, 2006 and Position <br />No. 9 -Eno Township -unexpired term -expiration date -March 31, 2005. <br />(3) Orange Community Housing and Land Trust (OCHLT) Board of Directors <br />The Board will consider an appointment to the Orange Community Housing and Land Trust (OCHLT). <br />(4) Public Art Selection Committees for the Homestead Park Aquatics Center and Southern <br />Community Park <br />The Board l~~ill consider appointing representatives from the BOCC to serve on the public art selections <br />committees for the Homestead Park Aquatics Center and Southern Community Park projects. These <br />public art selection committees are separate and distinct from the Project Planning Committee for the <br />Southern Community Park and the Aquatics Center. <br />10. Renoi•ts <br />
