2 <br /> The Court Street Annex Facility houses the Juvenile Justice and Adult Probation Offices. The <br /> renovation includes flooring replacement, interior relocations, painting, facility upgrades to meet <br /> accessibility needs, security and more effective use of the space. <br /> The Richard E. Whitted Building Health Department medical clinic waiting room is an <br /> underutilized space that could be converted into (4) offices. This work includes the installation of <br /> walls, adding carpet tiles and installing white noise / gray machines to ensure privacy. An <br /> underutilized storage room in the Whitted Medical clinic would replace the current waiting area. <br /> The new waiting area will be next to the entry to the clinic and would improve way-finding, clinic <br /> flow and security of medical supplies and control access to employee areas. <br /> The 2nd and 3rd floor connectors between the Richard E Whitted building A and B windows are <br /> past their end of life expectancy and are leaking. This project will replace the windows and <br /> shades which will increase energy efficiency and moisture control. <br /> FINANCIAL IMPACT: The construction contract with C.T. Wilson Construction Company, Inc. is <br /> a not to exceed amount of$740,867. Budget Amendment#13 will be included as part of the June <br /> 1, 2021 Regular Business Meeting agenda, and will include the amended budget ordinances for <br /> the re-purposing of funds between existing capital projects. There is no additional funding needed <br /> to cover the not to exceed contract cost. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang activity, <br /> substance abuse and domestic violence. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Authorize Orange County to enter into a Construction Agreement with C.T. Wilson <br /> Construction Company, Inc. for a not to exceed amount of$740,867 for the renovations to <br /> the Orange County Justice Facility First Floor, Criminal Justice Resource Department, <br /> Court Street Annex Second Floor, Richard E. Whitted Health Department Waiting Room <br /> and Window Replacements for the Second and Third Floor Connectors between A and B <br /> Buildings, and <br /> 2) Authorize the County Manager to execute the Agreement and to execute any subsequent <br /> amendments for contingent and unforeseen requirements up to the approved budget <br /> amount on behalf of the Board, upon final County Attorney review. <br />
