Reports <br /> 28 <br /> 29 a. 2021 Orange County Revaluation Results <br /> 30 The Board received an overview of findings from the 2021 countywide revaluation. <br /> 31 <br /> 32 BACKGROUND: <br /> 33 North Carolina counties must conduct a revaluation at least once every eight years. Orange <br /> 34 County's last revaluation took effect January 1, 2017. The effective appraisal date of the 2021 <br /> 35 revaluation is January 1, 2021. Tax office staff began working on the 2021 revaluation in 2019. <br /> 36 A collaborative approach was taken throughout the entire 2021 revaluation, and community <br /> 37 involvement helped improve the process. <br /> 38 <br /> 39 In February 2020, the tax office proactively sent each real property owner a snapshot of the <br /> 40 property's public record. Property owners were asked to return the form with any corrections to <br /> 41 the data provided. This was an effort to ensure accurate records. Of the approximately 41,500 <br /> 42 forms that were mailed out, the Tax Office received approximately 4,300 responses. <br /> 43 <br /> 44 Conducting a countywide revaluation takes significant effort and staff dedication. Orange <br /> 45 County has approximately 57,100 real property parcels, and each of those parcels has been <br /> 46 modified to reflect a current estimate of market value. The schedule of completing the <br /> 47 revaluation has been affected by the pandemic. During the height of the pandemic, appraisers <br /> 48 limited field visits to curbside reviews. For the majority of the last year, appraisers have based <br /> 49 their work from home with minimal time in the office in order to maintain the health and safety of <br /> 50 staff and the public. Revaluation notices were mailed on March 24, 2021, and an appeal form <br /> 51 was included in each notice. <br />
