She said the <br /> 6 process is well organized and clear. She said Empowerment and PeeWee homes were fully <br /> 7 funded because the requests were small. She said there is so much available funding, as <br /> 8 CASA did not need all of its funds from a previous year. <br /> 9 Commissioner Fowler said she was wondering if this was a typical funding amount. Buckhorn Area Plan Study <br /> 18 The Board received a report on the Buckhorn Area Plan Study and to discuss next steps <br /> 19 on public outreach and continued analysis and coordination with the City of Mebane. <br /> 20 <br /> 21 BACKGROUND: <br /> 22 This report is intended to provide a framework for further review and outreach related to the <br /> 23 Buckhorn Area Plan (BAP). Orange County and the City of Mebane have collaborated on land <br /> 24 use planning and associated infrastructure projects since 2004 with agreements to support <br /> 25 economic development, a school location, and North Buckhorn Community and Efland sewer <br /> 26 service and rate stabilization. The mixture of residential, non-residential (industrial and <br /> 27 commercial) and community uses such as a school and parks was acknowledged in the <br /> 28 planning of supporting water, sewer and road infrastructure. <br /> 29 <br /> 30 From 2004 to 2012 Orange County and the City of Mebane continued to coordinate joint <br /> 31 planning efforts with the development of the Efland-Mebane Small Area Plan Study and <br /> 32 subsequent implementing measures of land use and zoning changes and infrastructure <br /> 33 investment. That work bolstered intended private and public sector interest in the existing <br /> 34 Economic Development areas in proximity to the dual interstate (1-40/1-85) and interchanges. <br /> 35 <br /> 36 Additional study by an independent planning and engineering firm in 2017 and 2018 examined <br /> 37 the strengths, weaknesses, opportunities and threats (SWOT analysis) of the existing Economic <br /> 38 Development and CITAN (Commercial-Industrial Transition Activity Node) areas and <br /> 39 recommended further technical land development regulation review, as well as subjective <br /> 40 economic development viability criteria (such as topography, proximity to interstate, and <br /> 41 environmental constraints). As development pressures continued in this area, as evidenced by <br /> 42 Medline, Orange County and the City of Mebane embarked on a joint technical study known as <br /> 43 the Buckhorn Area Plan with the hiring of the Piedmont Triad Regional Council. These areas include Growth Area A, as identified in the <br /> 48 Buckhorn Area Plan Study, which is presently within the County's Economic Development area, <br /> 49 and Growth Area B.
