Article 6: Development Standards 282 <br /> Section 6.17: Traffic Impact Analysis <br /> (1) The total traffic demand that will result from construction of the proposed <br /> development shall be calculated. This demand shall consist of the com ' ation <br /> of the existing traffic generated by the proposed development, and traf c due to <br /> other developments and other growth in traffic that would be expect to use the <br /> roadway at the time the proposed development is completed. <br /> 2) If staging of the proposed development is anticipated, calculati s for each stage <br /> of completion shall be made. <br /> (3) This analysis shall be performed for average weekday traf the peak highway <br /> our(s) and if appropriate, peak development generated our(s)for all roadways <br /> a d major intersections in the study area. <br /> (4) Vol e/capacity calculations shall be completed fo all major intersections. It is <br /> usuall t these locations that capacity is most re ricted. <br /> (5) All acces oints and pedestrian crossings sh be examined for adequate sight <br /> distance an for the necessity of installing tr fic signals. The traffic signal <br /> evaluation sha compare the projected traf c and pedestrian volumes to the <br /> warrants for traf signal installation. <br /> (F) Conclusions and Rec mended Impr ements <br /> (1) Levels of service for al oadways d signalized intersections serving 10% or <br /> more of peak hour projec raffic all be reported. <br /> (2) All roadways and/or signaliz intersections showing a level of service below D <br /> in urban or developed area or elow C in rural areas shall be considered <br /> deficient, and specific rec men tions for the elimination of these problems <br /> shall be listed. This listi g of reco ended improvements shall include, but not <br /> be limited to the follo ng elements: <br /> (a) Internal cir ulation design, <br /> (b) Site ac ss location and design, <br /> (c) Exte al roadway and intersection desi and improvements, <br /> (d) T ffic signal installation and operation, inc ding signal timing, and <br /> (e) ransit service improvements. <br /> (3) All ysical roadway improvements shall be shown in ske hes. <br /> 6.17.6 Submission a Implementation <br /> The traffic i act study will be submitted to the Orange County Planning Depart\rece <br /> applicable 'me frame indicated herein and reviewed as part of the development <br /> Recom ndations will be incorporated into the approval process as indicated h <br /> ( Special Use Permit <br /> (1) Time of Submission <br /> The traffic impact study shall be submitted to the Planning Depa <br /> as part of, the application for special use permit. <br /> (2) Implementation <br /> (a) The Planning Department and other agencies or officials as appropriate, <br /> shall review the impact study to analyze its adequacy in solving any <br /> traffic problems that will occur due to the proposed use. <br /> (b) The Board of Adjustment-as <br /> appropriate,shall consider the impact study and the analysis of the <br /> impact study before the application is approved or denied. <br /> Orange County, North Carolina—Unified Development Ordinance Page 6-133 <br />
