Article 6: Development Standards 281 <br /> Section 6.17: Traffic Impact Analysis <br /> 6.17.2 Applicability <br /> (A) Except as provided herein, a traffic impact study shall be required for all special use <br /> permits, subdivisions, SZ--Conditional District applications, and site plans that meet <br /> the following criteria: <br /> (1) Special Use Permit: Estimated traffic generated by the permit exceeds 800 <br /> trips/day. <br /> (2) Subdivision: Contains 80 or more dwelling units or the estimated traffic <br /> generated by the subdivision exceeds 800 trips/day. <br /> (3) GZ-Conditional District Application: Estimated traffic generated by the <br /> development exceeds 800 trips/day. <br /> (4) Site Plan: Estimated traffic generated by the development exceeds 800 <br /> trips/day. <br /> (B) Orange County may require any special use permit, subdivision, GZ-Conditional <br /> District application, or site plan application to be accompanied by a traffic impact <br /> study when a road capacity or safety issue exists. If one is required, the County will <br /> notify the applicant of the reason for the requirement. <br /> (C) If the project is reviewed as a r,,nditional Use DiStriGt„r MPD-GZCD, only one traffic <br /> impact study is required for speGiai use permit er Master Plan approval unless <br /> revisions are proposed that would increase traffic or change access. <br /> 17.3 Exemptions <br /> (A) Special use permits, subdivisions with 80 or more dwelling units, or site plan hat will <br /> generate traffic in excess of 800 trips/day may be exempted from the req i ements to <br /> prepare and submit a traffic impact study in accordance with the follow g: <br /> 1) If a traffic impact study has previously been prepared for this rticular project or <br /> development and there is to be no change in land use or d sity that would <br /> increase travel and no change in access to the external eet system, or <br /> (2) terial is submitted to demonstrate that traffic cre d by the proposed <br /> dev ment or subdivision, when added to exist' g traffic, will not result in a <br /> need fo ransportation improvements. <br /> (B) The Planning Di ctor shall review material s mitted in support of an exemption and <br /> will determine from at material whether o of to grant the exemption. <br /> (C) If an exemption is grant , document ' n of the exemption will be submitted as part <br /> of the staff recommendatio <br /> 6.17.4 Scoping Meeting <br /> (A) Prior to the preparation he traffic i act study, a scoping meeting shall be held, <br /> including the plannin aff, the applican , nd the preparer of the study. <br /> (B) The discussion a is meeting should set the udy parameters, including the <br /> f/2nned <br /> lli <br /> rea, <br /> ed and committed roadway improvements (by DOT or others), <br /> links and intersections to be analyzed, <br /> inary traffic distribution, <br /> planned or approved developments to be considered, <br /> c growth rate, <br /> able data, <br /> Orange County, North Carolina—Unified Development Ordinance Page 6-130 <br />
